The Executive Mayor of Nkangala District Municipality officially launched the eMakhazeni Brick Manufacturing Plant on 27 October 2026, marking a significant milestone in advancing local economic development and addressing unemployment, poverty and inequality.
The project, whose vision began in 2018, was conceptualised through a council resolution of Emakhazeni Local Municipality. The municipality planned, budgeted for and implemented the project, provided land, purchased a brick manufacturing machine and installed water and electricity infrastructure.
The municipality also established the Emakhazeni Development Agency (EDA) as a special-purpose vehicle for economic development and transferred four local economic development projects, including the Emakhazeni Enterprise Development Centre, to the agency.
In 2024, financial constraints prompted Emakhazeni Local Municipality to hand over the brick plant to Nkangala District Municipality for support. The district subsequently entrusted its management to the Nkangala Economic Development Agency (NEDA). A tripartite agreement between Emakhazeni Local Municipality, EDA and NEDA formalised the partnership, with NEDA appointing a managing company to operate the plant for a specified period.
The plant currently employs approximately eighteen (18) workers. As operations grow, it is expected to create procurement opportunities for small, medium and micro enterprises (SMMEs). Its laboratory-tested bricks are intended to support construction needs across the district’s six local municipalities, including road infrastructure, low-cost housing and private residential developments.
All three spheres of government represent important potential markets for the plant, while support from the private sector and communities will be essential to its long-term financial sustainability.
The NEDA Board emphasised its responsibility to provide oversight and hold management accountable, ensuring that the plant is properly managed, financially sustainable and delivers measurable benefits to communities.
Appreciation was extended to the stakeholders who contributed to the project’s development, including NBC Mine, Silica Mine, Emakhazeni Local Municipality, Mr Tshwete, Exxaro Mine for constructing the Enterprise Development Centre building, and Nkangala District Municipality for financial and technical support.
Special recognition was given to Mr Tom Nkosi, who volunteered his time and skills towards the successful construction of the plant without compensation. The community of Emakhazeni was also thanked for supporting the vision throughout its development.
From a vision on paper to a functioning enterprise, the eMakhazeni Brick Plant demonstrates the value of sustained partnerships in building local productive capacity. Continued support will help turn this investment into lasting employment, enterprise opportunities and shared economic growth.
