This week at NTV, Joseph Lumanog starts as our new Head of Sector and State Development, stepping into an important role at a critical time for the organisation.

As No to Violence rolls out its 2026–30 strategy, Growing a Movement, and sharpens its focus as Australia’s national peak body, Joseph will lead the work that keeps the organisation deeply connected to the specialist men’s family violence sector. This portfolio encompasses membership, the National Conference, Communities of Practice, practice leadership, and strategic partnerships with services, governments, and stakeholders across Australian jurisdictions. Insights shared by members and the sector will directly shape the organisation's advocacy, policy, learning, and workforce development.

Joseph joins us from Upper Murray Family Care, where he led service design and program innovation. His extensive background includes leading specialist services for men who use violence — such as Men’s Behaviour Change and intake and assessment at The Orange Door — as well as driving policy and advocacy at Safe and Equal.

Bringing rich leadership experience, strong sector relationships, and a frontline operations perspective of Men’s Behaviour Change work, Joseph is a fantastic addition to the team. We are thrilled to welcome him aboard.

Every new headline is another warning: men’s use of violence is a crisis, and Victoria is intervening too late. For many victim-survivors, police and courts are the first system response after years of harm.

Demand already outstrips services. Women and children go without support, while men using violence can continue unchecked, subjecting families and successive partners to years of fear. In 2024–25, 80 per cent of family violence incidents attended by Victoria Police involved someone with a history of perpetrating violence.

At our election forum, Premier Ben Carroll committed to a new 10-year family violence strategy that explicitly included earlier intervention and men’s use of violence. He also pledged not to cut vital services, and we welcome these commitments- ones that the Victorian Liberals need to match or exceed.

Both parties need bold, dedicated plans to end men’s use of violence at its source, backed by the funding to make them real.

We are calling for:

- A new 10-year family violence strategy that embeds earlier intervention.
- A dedicated strategy to end men’s use of violence and connect the services that can act on risk.
- Targeted programs and workforce training for young people using intimate partner violence.
- Funded family safety contact within men’s behaviour change programs, so affected children and adults receive advocacy and support.

This election, let’s demand leaders with the vision to prevent violence, the care to support victim-survivors, and the determination to make every community safer.

Enjoy the videos and music you love, upload original content, and share it all with friends, family, and the world on YouTube.

At No to Violence’s Fear Shouldn’t Live Here election forum, Premier Ben Carroll MP announced his government’s commitment to a new 10-year family violence strategy, answering a collective call from No to Violence, Sexual Assault Services Victoria and Safe and Equal.

Yesterday’s forum brought the sector and political representatives together with a clear focus: making Victoria safer by stopping violence earlier.

With national research finding 35% of men aged 18–65 reported using intimate partner violence in their lifetime, reaching men earlier must be central to the next decade of reform.

Alongside a new 10-year plan, the incoming State Government must:
Invest in targeted supports for young people to break cycles of violence before they become entrenched.

Stop the funding shortfall to genuinely centre child and adult victim-survivor agency and safety.

Connect the dots through an integrated framework to stop men’s use family violence.

Today’s commitment is an important step - now it’s time for all parties to commit to funding and lasting change. Find out more, and how you can help by visiting NTV’s Victorian election hub: https://ntv.org.au/advocacy-media-projects/fear-shouldnt-live-here/

Family violence must be at the centre of Victoria’s election debate.

Join political leaders and sector advocates at this election’s only dedicated family violence forum to discuss the commitments needed to make Victorian homes and communities safer.

Community safety is a defining concern for Victorian voters, yet no political party has put forward a comprehensive plan to address our biggest community safety issue: family violence.

Every act of violence prevented means harm and trauma avoided. Every delay leaves families at risk.

Fear Shouldn’t Live Here. This election, Victorians deserve leadership that makes safety at home a priority.
