📢 Important Update: Stoney Lane Housing Consultation
Residents living near the proposed development area will have received, or should receive in the coming days, a consultation leaflet through the post.
You can view a copy of the leaflet here 👉 https://www.dropbox.com/scl/fi/gvo47cwqra2ajwkt8djxs/Consultation-Leaflet-Spondon-final.pdf?rlkey=vwd0235mbs7p5v6g2zyyf3fb9&st=oy5hfotm&dl=0
The leaflet relates to a public consultation regarding a proposed development of up to 450 homes on land east of Stoney Lane, known as allocation HA7 in the draft Local Plan.
We want to be absolutely clear that we, as your Spondon Councillors, have opposed the allocation of this site for housing and have fought against its inclusion in the Local Plan. That position has not changed.
However, the developer has now started its pre-application consultation, and we think it is important that residents understand exactly what this means.
👉 This is NOT a planning application.
It is a consultation being carried out by the developer to gather the views of local residents before they potentially submit a formal planning application to Derby City Council.
Once this consultation has been completed, we need to be prepared for a planning application to follow.
🏥 Questions still need answering
Having looked at the information currently available, there appears to be very little detail about some of the issues that will be extremely important to Spondon if this development progresses.
In particular, there is currently limited information about:
🏥 The impact on local health services and GP capacity
🚌 Public transport and what improvements would be provided
🚗 The impact on traffic and the surrounding road network
🚶♂️ Walking and cycling connections
🏫 The impact on community facilities
🌳 Infrastructure and the wider impact on our community
These are all matters that will need proper consideration if a planning application is eventually submitted.
📍 Access via Lochinvar Close
We have also contacted the developers directly to clarify the proposals around Lochnivar Close.
They have confirmed that:
• There are currently no proposals for general private vehicle access into or out of the development via Lochnivar Close.
• The proposed connection is primarily intended to provide pedestrian and cycle access into Spondon.
• The connection would be wide enough for vehicles but would be physically restricted and intended for emergency services, with the possibility of a bus gate depending on whether this is feasible for a future operator.
• The developers have confirmed that they acquired the property/land at the end of Lochnivar Close to secure this connection point. The existing property itself would not be directly affected, other than an alteration to its driveway if the development proceeds.
🗣️ Should you respond to the consultation?
The consultation survey itself is fairly basic. It asks for your contact details and then provides an opportunity to enter your comments.
It could be viewed as a way for the developer to understand the wants, concerns and priorities of local residents as they develop their proposals.
If you disagree with the proposed development, you can simply make that clear in your response. Equally, if you support it, you can say so.
You do not need to write a lengthy response or feel that you have to answer every issue.
📅 Consultation deadline: Monday 12th October

We will continue to keep residents updated as this progresses.
This is only the consultation stage at the moment, but we should be prepared for a planning application once the consultation period has concluded.
If an application is submitted, that will be the formal planning process where the detailed proposals can be properly scrutinised and residents will have another opportunity to make representations.
As your Spondon Councillors, we will continue to represent the concerns of our community and keep you informed as this moves forward.
Have your say on proposals for around 400 new homes, green spaces and improved connections on land east of Stoney Lane in Spondon, Derby.
