PUBLIC ADVISORY

The Local Government Unit (LGU) of Guiuan hereby informs the public that, pursuant to Executive Order No. 06-60, Series of 2026, the implementation of the Four-Day Compressed Workweek Arrangement is hereby lifted.

Under this Executive Order, Hon. Annaliza Gonzales-Kwan, Municipal Mayor of Guiuan, Eastern Samar, directs all personnel of the LGU-Guiuan to revert to the regular Five-Day Workweek, from Monday to Friday, effective June 2, 2026.

Furthermore, all offices, attached agencies, and units of the Municipal Government shall continue to observe and implement the applicable energy conservation measures prescribed under Memorandum Circular No. 114 dated March 6, 2026, issued by the Office of the Executive Secretary by authority of the President.

All concerned are hereby advised to be guided accordingly. (LBG)

Another proud son of Brgy. Bagua, Guiuan, Eastern Samar is making a name for himself on the national stage—none other than Atty. Eric Caranyagan Opriasa, a Senior Assistant State Prosecutor at the Department of Justice.

While his cousin, World Police Taekwondo Champion PCMS Cresencio Opriasa, brings honor to the country in the taekwondo arena, Atty. Eric serves the nation in the courtroom, upholding justice and advocating for the rule of law.

During his recent visit to Guiuan this month, Atty. Opriasa paid a courtesy call on Mayor Annaliza Gonzales-Kwan, together with his cousin, Retired Col. Alfredo Opriasa, and his aunt, OSCA Head Celedonia Castor.

Atty. Opriasa is a proud product of Bagua Elementary School and FANMCAT, where he completed his elementary and secondary education. He later earned his law degree from the Polytechnic University of the Philippines College of Law.

Before joining the Department of Justice, he spent 12 years in private legal practice. He also shared his expertise as a faculty member at the Polytechnic University of the Philippines College of Law, New Era University College of Law, and the Pamantasan ng Lungsod ng Maynila College of Accountancy.

Today, he serves as a Senior Assistant State Prosecutor at the Department of Justice, a position that reflects his dedication, integrity, and commitment to public service.

Atty. Eric Opriasa is an inspiration to all Guiuananons. His journey proves that no matter how humble one's beginnings may be, hard work, perseverance, and determination can turn dreams into reality. (LBG)

Mayor Annaliza Gonzales-Kwan proudly welcomed World Police Taekwondo Champion PCMS Cresencio Opriasa of Brgy. Bagua, Guiuan, Eastern Samar during his courtesy visit to the Mayor’s Office on May 20, 2026.

PCMS Opriasa has earned an impressive six gold medals from 2019 to 2025 throughout his journey as a taekwondo athlete. Most recently, he brought honor to the country after winning the gold medal at the 2025 World Police Taekwondo Championship held in Birmingham, Alabama, USA. He is set to compete once again in the same prestigious tournament on March 12, 2027, in Sydney, Australia.

Congratulations, Sir Cresencio! Mayor Annaliza and the people of Guiuan are truly proud of your remarkable achievements.

On May 20, 2026, Philippine Reclamation Authority (PRA) Tacloban Field Office Officer-in-Charge, Engr. Carlito Beringuel, Jr. and his company, conducted a coordination meeting with Mayor Annaliza Gonzales-Kwan at the Mayor’s Office.

The purpose of the meeting was to formally inform the Mayor that their team will be conducting ocular inspections of possible unauthorized or illegal reclamation projects within the jurisdiction of Guiuan, including but not limited to the sites identified in the attached Google Earth imagery plots.

Position: Accountant (Contract of Service - COS)

The Municipality of Guiuan is seeking a highly motivated and qualified individual to join the local government unit for the position of Accountant on a Contract of Service basis.

Responsibilities:
• Assist in the preparation and submission of financial reports and statements in compliance with local and national regulations.
• Perform bookkeeping duties and ensure accurate recording of financial transactions.
• Assist the Municipal Accountant in coordinating with auditing bodies like the Commission on Audit (COA) regarding required documents and reports (e.g., AAPSI, SFPo, SFPer, DVs).
• Handle other accounting and finance-related tasks as assigned.
Qualifications:
• Must be a Certified Public Accountant (CPA).
• Proficiency in local government accounting procedures is an advantage.
• Strong analytical, organizational, and communication skills.

The LGU of Guiuan, under the leadership of Mayor Annaliza Gonzales-Kwan, respectfully conveys its profound appreciation to the Office of the Civil Defense Region VIII for the deployment of air asset equipped with a Bambi bucket; the Philippine Air Force; the Armed Forces of the Philippines, the Bureau of Fire Protection - provincial and municipal BFP offices; and the LGU-Guiuan Emergency Response Team (G-Surfers), Barangay Officials, as well as all individuals and groups who contributed to the suppression of the grass and forest fire in the islands of Homonhon, Guiuan, Eastern Samar.

We are still battling to have this fire contained and stopped.

The Land Transportation Office (LTO) – Guiuan Extension Office, in coordination with the Local Government Unit of Guiuan under the leadership of Mayor Annaliza Gonzales-Kwan, will conduct a FREE 15-Hour Theoretical Driving Course (TDC).
