The Albay Public Safety and Emergency Management Office (APSEMO), in partnership with the World Food Programme (WFP) and the Office of Civil Defense (OCD) Region 5, proudly congratulates the 44 dedicated participants who successfully graduated from the Incident Command System (ICS) Level 3 Position Course!

This intensive 5-day training held at Ninong's Hotel, Legazpi City, marks a significant milestone in advancing the province's disaster preparedness and response capabilities.

By completing this high-level course, these leaders have sharpened their operational skills, strategic planning, and leadership command within the ICS frameworkβ€”essential assets for ensuring safer and more resilient communities.

The APSEMO Research Division assisted the undergraduate study from Bicol University titled "Lexico-Syntactic and Semantic Shifts in the Translation of PHIVOLCS Advisories on Mayon Volcano"

The study examines how risk meanings shift when official volcanic warnings are translated into Filipino, directly impacting community risk perception and public safety responses.

To optimize the study, APSEMO provided vital insights on how to better integrate DRRM protocols and fix the researchers' questionnaires and validation instruments.

The division guided the students in correcting structural flaws in their survey metrics to ensure precise data gathering regarding emergency responses, such as community actions for ballistic fragments and danger zones.

Through this validation process, APSEMO guaranteed DRRM relevance, transforming the academic output into a functional tool for improving official public safety.

The Provincial Government of Albay through the Albay Public Safety and Emergency Management Office (APSEMO), in partnership with the World Food Programme (WFP) and the Office of Civil Defense Region V (OCD 5), is currently conducting the Incident Command System (ICS) Level 3 - Position Course Training.
