REPOSITIONING DA-BAR FOR GREATER IMPACT: DA-BAR CONDUCTS STRATEGIC PLANNING WORKSHOP

DA-BAR is steering its mandate toward becoming the central coordinating bureau of the Department of Agriculture for a unified agricultural research, innovation, and extension ecosystem. This strategic planning milestone marks a vital pivot—moving away from fragmented projects toward managing strategic research portfolios that yield demonstrable, real-world development outcomes for Filipino farmers and fisherfolk.

The DA-Bureau of Agricultural Research (DA-BAR) conducted its Strategic Planning Workshop as Component 2 of the Technical Assistance on Strategic Plan Formulation. Organized in technical partnership with the Development Academy of the Philippines (DAP), the workshop focused on refining the agency’s strategic direction; determining strategic objectives, measures and targets; formulating strategic initiatives; and fostering out-of-the-box innovation to drive organizational transformation.

In her message, DA-BAR Director Cecilia N. Gascon, laid out Five Priority Strategic Thrusts: (1) Building Scientific Human Capital; (2) Modernizing Regional Research Infrastructure; (3) Building Strategic Local & Global Partnerships; (4) Strengthening DA-BAR as Strategic R&D Integrator; and (5) Fostering Scientific Excellence & Impact Culture.

Thirty (30) participants from the Program Development Division (PDD), Program Monitoring, Evaluation, and Linkaging Division (PMELD); Knowledge Management & Information Systems Division (KMISD), and Admin & Finance Groups collaborated in the development of 2027-2031 DA-Bureau of Agricultural Research (DA-BAR) Strategic Plan

That was the guiding idea behind the opening of “Shaping the Future University: Foresight and Transformation,” as incumbent State Universities and Colleges (SUCs) Presidents and Chancellors gathered to explore how strategic foresight and systems thinking can help shape the future of Philippine higher education.

The Development Academy of the Philippines (DAP), in partnership with the Commission on Higher Education (CHED), opened the three-day Executive Learning Series 02 (ELS 02) on October 13–15, 2026, at the Wynwood Hotel in Ortigas Center, Pasig City, as part of the Executive Leadership Program (ELP) under the Elevating Leadership and Institutional Transformation in Philippine Higher Education (ELITE-PHE) Project.

The opening ceremony was attended by DAP President Dr. Leocadio S. Sebastian, who joined higher education leaders in this learning initiative focused on preparing institutions for emerging challenges and opportunities.

Throughout the learning series, participants will engage in discussions on megatrends, strategic foresight, and systems thinking, exploring how these approaches can strengthen institutional leadership, inform strategic decisions, and help universities respond proactively to a rapidly changing environment.

As higher education continues to evolve, leadership requires more than responding to present challenges. It calls for the ability to anticipate what lies ahead, recognize emerging possibilities, and make strategic choices that will shape more resilient, adaptive, and future-ready institutions.

Through the Executive Leadership Program, DAP and CHED continue to provide incumbent SUC Presidents and Chancellors with forward-looking learning experiences that strengthen their leadership capacities and support the transformation of Philippine higher education.

The Development Academy of the Philippines through the Center for Governance recently concluded the Leadership Excellence Program for the Metropolitan Waterworks and Sewerage Services–Corporate Office (MWSS-CO), culminating in a Closing Program held on September 17, 2026.

The 10-day program brought together 17 members of the MWSS-CO Management Committee, led by Administrator Leonor C. Cleofas, alongside Deputy Administrators, Department Managers, and officers from the Office of the Administrator and Board Secretariat.

Through sessions on Transformational Leadership, Governance, Ethics and Accountability, Strategic Management, Risk Management, Change and Stakeholder Management, Coaching and Mentoring, Procurement Management, and Designing Innovative Solutions, participants explored practical approaches, strategies, tools, techniques, and methodologies that can support them in carrying out their roles as leaders.

More than a learning program, the LEP provided an avenue for MWSS-CO leaders to reflect on their leadership practices, exchange insights, and translate learning into approaches that respond to the realities of their organization.

As DAP continues to work with public sector institutions in strengthening leadership and organizational capacity, programs such as the LEP contribute to building leaders who are capable, ethical, and responsive to the evolving demands of public service.

Here’s to leaders who continue to learn, lead, and make a difference. 🇵🇭

That was at the heart of the conversations during “Building the Intelligent University: AI and Digital Innovation,” as 22 SUC Presidents and Chancellors came together to explore how artificial intelligence and digital innovation can be strategically harnessed to transform higher education.

The Development Academy of the Philippines (DAP), in partnership with the Commission on Higher Education (CHED), successfully conducted the two-day Executive Learning Session on September 7–8, 2026 at the DAP Conference Center in Tagaytay City, as part of the Executive Leadership Program (ELP) under the Elevating Leadership and Institutional Transformation in Philippine Higher Education (ELITE PHE) Project.

One of the highlights of the program was the Executive Discussion, which featured the presidents of Batangas State University, Bataan Peninsula State University, and Mapúa University as panelists.

The discussion offered a valuable exchange of perspectives on how higher education leaders can navigate the opportunities and challenges brought by innovation, artificial intelligence, and digital transformation, in response to the changing needs of students, faculty, and the workforce.

Across the two-day session, the SUC Presidents engaged in discussions and activities that went beyond the fundamentals of AI, focusing on its strategic applications in higher education and how technology can support more innovative, responsive, and future-ready institutions.

As AI continues to reshape the higher education landscape, the challenge is no longer simply understanding the technology - it is understanding how to use it purposely to create intelligent universities.

The Executive Leadership Program provides incumbent SUC Presidents with relevant and forward-looking learning experiences to strengthen their capacity to lead institutional transformation and contribute to the advancement of Philippine higher education.
