Mr. Benjamin Y. Campañano Jr., RAFC Chairperson and our star in May 4th, 2026 was installed as Farmer Regional Executive Director for the fifth consecutive year as part of the celebration of the Farmer and Fisherfolk Month of 2026 with the theme, "Pagbibigay-pugay Para sa Magsasaka’t Mangingisda sa Gitna ng Hamon at Krisis."

“This role is both an honor and responsibility,” said the newly installed Farmer RED, Mr. Campañano in his message to the people. “. . . an opportunity to serve as a bridge between our farmers and fisherfolk communities, and our partners in the government.”

One of his roles as the Farmer Regional Executive Director is, in his own words, “Ensuring that the voices of farmers and fisherfolk are heard through policy and appropriate decision-making.” and that, he promised to uphold not only for the month of May but so long as he can in serving our farmers and fisherfolk.

| 𝟭𝘀𝘁 𝗘𝘅𝗲𝗖𝗼𝗺, 𝟭𝘀𝘁 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗮𝗽𝗽𝗿𝗼𝘃𝗲𝗱 𝗼𝗻 𝗥𝗔𝗙𝗖 𝗖𝗵𝗮𝗶𝗿’𝘀 𝟭𝘀𝘁 𝗗𝗮𝘆 𝗮𝘀 𝗙𝗮𝗿𝗺𝗲𝗿 𝗥𝗘𝗗

After witnessing Mr. Campañano’s installation as Farmer Regional Executive Director, the Regional Agricultural and Fishery Council set to work immediately at the Office of the Provincial Agriculturist Office, City of San Fernando, La Union.

Presided by Engr. Orlando T. Rosquita, RAFC Vice-Chairperson, and with the presense of Ms. Doris Joy C. Garcia, RAFC Regional Executive Officer, the council approved its first resolution for the fiscal year 2026 with two more on the way.

The agenda involves the presentation of the Philippine Crop Insurance Corporation mandates and activities presented by Mr. Zaldy C. Ricalde, as well as fertilizer recommendations by Mr. Crisanto T. Estonilo from the Regional Soils Laboratory.

Mr. Norman Patungan, RAFC Coordinator, also led the presentation of the Participatory Monitoring and Tracking activities of the council where volunteer farmers and fisherfolk participate in ensuring the proper ex*****on of agriculture-related government projects and programs.

The council was later joined by Farmer Regional Executive Director Benjamin Y. Campañano Jr. and Regional Executive DIirector Fidel L. Libao who expressed his thanks and welcome for the Regional Agricultural and Fishery Council.

READ | The Department of Agriculture–Regional Field Office 1 (DA-RFO1) ensures that assistance programs for farmers and fisherfolk are properly targeted through the Registry System for Basic Sectors in Agriculture (RSBSA) in close coordination with local government units.

DA-RFO1 validates beneficiaries with local government units to ensure that only legitimate farmers and fisherfolk receive support, while implementing an organized, schedule-based distribution system to avoid congestion.

The agency assigns division chiefs and field personnel to specific areas to ensure a smooth and systematic release of assistance.

It also prepares early for climate-related challenges by providing early-maturing rice and corn varieties to help farmers adapt to changing conditions.

In areas not suitable for rice and corn, DA-RFO1 distributes vegetable seeds, including hybrid and open-pollinated varieties, to strengthen farmers’ resilience and livelihoods.
