JANUARY 17, 2025 - DAY 10 AM session on Knowing the Enemy ( Threat Groups & Criminal Gangs with MR. YSMAEL V LEYVA, Assistant Regional Director for Operations, NICA-4A. Accourding to the lecture of Mr. Leyva, knowing one’s enemy is important for members of the Philippine National Police (PNP) in the context of national security. Understanding threat groups, ranging from terrorist organizations to organized crime syndicates, enables law enforcement to assess risks and develop effective countermeasures. By analyzing the motives, tactics, and networks of these groups, the PNP can anticipate potential threats and respond proactively, thereby safeguarding public safety and national stability.

Moreover, this knowledge helps inter-agency collaboration, as the PNP can share intelligence with military and other security forces, creating a unified front against common threats. In a rapidly evolving security landscape, awareness of emerging trends and tactics used by adversaries is crucial for adapting strategies and policies. Ultimately, a comprehensive understanding of threat groups not only enhances operational effectiveness but also strengthens the nation’s resilience against internal and external challenges, ensuring a safer environment for all citizens.

Furthermore, I realized that understanding the enemy improves community relations, as police can engage with local populations, even those former members the militant groups to gather insights and build trust. This collaboration can lead to more effective crime prevention and intervention strategies. Additionally, awareness of threat groups aids in the identification of patterns and trends, which can be critical in preventing future incidents. Ultimately, knowing one’s enemy not only improves operational success but also contributes to the overall safety and security of the community, reinforcing the PNP's commitment to public service and law enforcement.

JANUARY 16, 2025 - DAY 9 PM session with PLTCOL JEROME BRYAN M SANIANO's lecture on PNP Investigation Solutions/ DIDM in Digital Age

The transformational importance of technology in contemporary law enforcement is highlighted by PLTCOL. JEROME BRYAN M SANIANO's lecture on PNP Investigation Solutions and the Directorate for Investigation and Detective Management (DIDM) in the global digital age. PLTCOL SANIANO discussed how developments like data analytics, electronic evidence management, and digital forensics have become crucial instruments for effectively solving crimes. Law enforcement can adjust to more complicated criminal operations thanks to these technology, particularly those made possible by internet platforms. But these developments also bring with them difficulties, such as making sure they are implemented correctly, protecting data privacy, and continuing to use morally sound research methods.

In order to combat transnational crimes and promote international cooperation, PLTCOL. SANIANO further emphasized the significance of coordinating the PNP's investigation tactics with international norms. This calls on law enforcement to get ongoing training and capacity-building in addition to embracing technology advancements. The conversation serves as a reminder that although technology improves investigative capacities, its success depends on its ethical use, adherence to the law, and dedication to striking a balance between individual rights protection and innovation. A greater understanding of the changing role that law enforcement plays in upholding justice in the digital era is encouraged by this perspective.

JANUARY 16, 2025 - DAY 9 AM session with ATTY. JEROME SANIANO's lecture on Case Folder: supervising criminal investigation and case review, its basic elements.

During the discussion of Atty. Saniano, I learned that technology has revolutionized law enforcement operations, as demonstrated by the discussion of CIRAS, e-Blotter, e-Warrant, CIDMS, e-Subpoena, and e-Rouge. Together, these techniques improve the effectiveness and precision of court proceedings and criminal investigations. Better resource allocation is made possible by the efficient tracking and administration of cases made possible by CIRAS (Case Information and Resource Allocation System). By digitizing police records, the e-Blotter system lowers errors and facilitates access to crucial information. These developments demonstrate how technology is increasingly being used to increase law enforcement's operational efficacy and transparency.

Additionally, the e-Warrant, e-Subpoena, e-Rouge, and CIDMS (Crime Incident Database Management System) are cutting-edge instruments that improve cooperation between the courts and law enforcement. Law enforcement can respond more quickly thanks to the e-Warrant system, which speeds up the issuance of warrants. By combining crime data into a single database, CIDMS provides real-time insights that aid in strategic planning and crime prevention. The e-Subpoena guarantees prompt subpoena transmission, increasing the effectiveness of court procedures. The e-Rouge system, created for the management of rogue police officers or staff implicated in misbehavior, presents a critical tool for increasing accountability and openness within law enforcement institutions. In addition to streamlining procedures, these technological developments provide a more transparent, accountable, and data-driven approach to justice, hence enhancing public confidence in the system.

JANUARY 15, 2025 - DAY 8 PM session on Philippine National Police Child Protection Policy ( PNP MC NO. 2021-081) with lecturer PMAJ MICHELLE A MORADA.

PNP MC NO. 2021-081 is a directive issued by the Philippine National Police (PNP) that provides guidelines for the implementation of the PNP’s program on the "Enhanced Managing Police Operations." This memorandum outlines strategies to improve police operational effectiveness, enhance accountability, and promote the efficient management of police resources and activities. The circular also highlights the need for better coordination among police units, as well as greater transparency and responsiveness in law enforcement operations. Its overall purpose is to ensure that the PNP remains responsive, professional, and effective in fulfilling its mandate to protect and serve the public.

One of my takeaways on the discussion of PMAJ Morada was child protection policies are important for law enforcers in the Philippines as they provide a framework for safeguarding vulnerable children from abuse and exploitation. These policies empower law enforcement to act decisively in cases of maltreatment, ensuring that children's rights are upheld. By fostering collaboration with social services, law enforcers can effectively address the multifaceted issues surrounding child welfare. Training in these policies equips officers with the knowledge to recognize signs of abuse and understand the legal ramifications of their actions. Furthermore, she focused on PNP MC NO. 2021-081, a policy which promotes community trust in law enforcement, encouraging reporting and cooperation from the public. Ultimately, prioritizing child protection not only enhances the safety of children but also strengthens the integrity of the justice system, creating a safer environment for future generations. Law enforcers play a delicate role in implementing these policies, making their understanding and commitment essential for effective child protection efforts.

JANUARY 15, 2025 - AM session PLT MARSHA T AGUSTIN conducted lecture on Victim Interviewing Techniques & Judicial Affidavit Preparation. Through the discussion that I've learned to value victim questioning and the compilation of judicial affidavits as crucial procedures that guarantee victims' accounts are truthfully recorded in court. I've discovered that in order to provide a secure environment where victims feel at ease discussing their experiences, successful victim interviews call for professionalism, empathy, and active listening. Establishing trust is essential to getting thorough and trustworthy information, and I've found that asking open-ended questions, keeping information private, and answering without passing judgment may greatly impact how victims feel during the interview process.

I now know that in order to ensure that the victim's testimony is presented honestly and completely, precision, clarity, and adherence to legal norms are essential when preparing judicial affidavits. To ensure that the affidavit is enforceable in court, it is crucial to arrange the facts in an understandable manner, steer clear of legalese, and maintain consistency throughout. I've come to understand that in order to guarantee that victims' comments are appropriately recorded, this process necessitates cooperation between victims and legal experts. As I consider these realizations, I see how crucial it is to prepare affidavits and conduct interviews with tact and accuracy. I can support a legal system that genuinely values and respects victims' voices by doing this.

JANUARY 10, 2025 - DAY 5 PM SESSION: Closing Ceremony for the Digital Evidence Training with members of UNODC for member of PNPA CL 2025. The UNODC Seminar at the PNPA offered valuable insights into tackling transnational crimes such as drug trafficking, corruption, human trafficking, and organized crime. It emphasized the necessity of international collaboration, intelligence sharing, and capacity-building to effectively address these global challenges. The seminar underscored that these crimes have far-reaching consequences beyond individual countries, highlighting the need for collective action from law enforcement agencies worldwide.

One key takeaway was that crime prevention extends beyond arrests; it also involves addressing underlying issues such as poverty, inequality, and lack of education. The seminar stressed the importance of community engagement, public awareness, and technology-driven policing, along with the vital role of law enforcement in safeguarding human rights and promoting peace and justice.

Reflecting on the seminar, I came to understand the critical role of the PNPA in preparing future law enforcement leaders to navigate the evolving landscape of crime. It deepened my realization that international cooperation with organizations like the UNODC is crucial in strengthening crime prevention strategies. As I move forward, I am committed to upholding integrity, professionalism, and continuous learning to contribute to a safer, more secure society. The seminar reinforced the significance of striving for peace and security through global cooperation.

"It is the greatest truth of our age: Information is not knowledge.”

JANUARY 9, 2025 - DAY 4 PM session with Cheng and Agent Allysa Espela. In addition to this What Atty. Sosa, Agent Allysa Espela from DOJ office of cybercrime (OOC) dicussed the power and potential of OSINT tools in contemporary investigations were the focus of Cheng's session. As previously said, OSINT entails obtaining and evaluating information that is accessible to the public in order to assist with operational planning and decision-making. Attorney. Cheng illustrated how various methods for data aggregation, geolocation tracking, and social media research may be used practically to unearth important information and identify hidden patterns. In order to guarantee accuracy and dependability, he also emphasized the significance of ethical usage and validation of findings, emphasizing our duty as aspiring law enforcement officers to perform due diligence and respect ethical standards.

JANUARY 8, 2025 - DAY 3 PM SESSION with Cheng Vienilles.

Atty. Venilles' lecture about the AFASA Act of 2024 brought to light the startling frequency of financial scams and the need for more stringent regulations to stop them. She highlighted the need for a multipronged strategy to combat these crimes in her explanation of the law's provisions, which include improved fraud detection systems, victim recompense, and public awareness efforts. I became aware of how crucial shared accountability is to safeguarding the financial system because of the Act's emphasis on cooperation between the government, financial institutions, and law enforcement.

Since technology has become both a tool and a threat in our daily lives, both talks highlighted the interconnectedness of cyber and financial crimes. Atty. Venilles' emphasis on safeguarding financial accounts complemented Atty. Sosa's more general discussion on digital safety, highlighting the necessity of comprehensive solutions to address these overlapping issues.

My takeaway, in order to solve these issues regarding cyber crimes, the need of being proactive, cooperating, and accepting personal responsibility is needed. The AFASA Act must be put into effect in order to ensure a more resilient society and to establish a safer digital and financial environment.
