NOTICE OF PUBLIC HEARING
Pitt County Moratorium on Data Centers

Notice is hereby given that the Pitt County Board of Commissioners will hold a public hearing on Monday, November 16, 2026, at or after 6:00 p.m. in the Eugene James Auditorium in the County Administration Building located at 1717 W. 5th Street, Greenville, N.C. to consider the adoption of a proposed moratorium on the acceptance and processing of applications for new data centers within Pitt County. The purpose of the proposed moratorium is to allow the County an opportunity to evaluate the impacts of data center facilities on utility capacity, environmental resources, energy consumption, public safety, and zoning, and to develop additional land-use regulations that will appropriately manage such facilities and protect the health, safety, and general welfare of the County and its residents. The proposed ordinance would temporarily prohibit the construction, development, and/or permitting of data centers for a specific period of time to be determined at the public hearing.

The purpose of this public hearing is to gather public comments and input on the proposed moratorium prior to consideration by the Board of County Commissioners. Citizens interested in obtaining additional information on the moratorium should contact the Pitt County Planning Department at (252) 902-3250. Pitt County Receives Duke Energy Foundation Grant
Grant funds will help develop a Nature Park in Grifton, NC
PITT COUNTY, N.C. – October 29, 2026, 11:30AM, For Immediate Release

Pitt County was awarded a $10,000 grant from the Duke Energy Foundation to fund the development of a new community space in the form of a nature park at 802 Wiley Gaskins Road in Grifton, N.C. The property is a County-owned flood buyout lot designated for transformation into a park.

County staff hosted an official grant award presentation on Monday, October 26, 2026, at the future site. County Manager Janis Gallagher and Board of County Commissioners Rochelle Brown and Mac Manning joined Lauren Wargo, Duke Energy District Manager, Government & Community Relations and Pitt County Cultural Arts & Recreation, Soil and Water Conservation District and Planning Department staff for the occasion.

“We are thrilled to receive this generous support from the Duke Energy Foundation, which allows us to give new life to this property,” says Janis Gallagher, Manager. “By transforming a vulnerable flood buyout into a vibrant public park, we are not just protecting our environment, Pitt County is actively investing in the community well-being of our residents for generations to come.”

“Pitt County has shown real leadership in taking a long-term approach to resilience, from strengthening infrastructure to finding thoughtful uses for flood buyout properties,” said Lauren Wargo. “The Duke Energy Foundation is glad to support locally driven efforts that help reduce future risk and strengthen communities for the years ahead,” says Lauren Wargo, Duke Energy District Manager.

The initiative aims to repurpose vulnerable lands into accessible green spaces that boost community well-being by improving physical and mental health through local outdoor recreation.

“The development of the natural park will improve access to recreational spaces, increase community
engagement and awareness of native ecosystems and conservation practices,” says Jennifer Lanier-
Coward, Cultural Arts & Recreation Director.

“This 2.15-acre buyout property was acquired in 2023, as a result of the flooding associated with Hurricane Matthew. Since 1999, Pitt County has acquired 125 properties totaling 309 acres through FEMA’s Hazard Mitigation Grant Program. Administered by North Carolina Emergency Management, the program helps reduce future flood risks by acquiring properties vulnerable to repeated flooding,” adds Jonas Hill, Planning & Development Director.

NOTICE OF GENERAL ELECTION
PITT COUNTY NORTH CAROLINA

The statewide general election will be held on Tuesday, November 3, 2026.

Voters will be asked to show photo ID when they vote. All voters will be allowed to vote with or without ID. Voters who lack ID can get one for free from their county board of elections. Find out more at ncsbe.gov/voter-id.

Polls will be open from 6:30 a.m. to 7:30 p.m. on Election Day.
Early voting will be held at the following locations from Thursday, October 15, 2026, through Saturday, October 31, 2026.

Absentee ballots will be mailed to voters who have requested them beginning September 4, 2026. Absentee ballots must be received by the county board of elections no later than 7:30 p.m. on Election Day, November 3, 2026. A voter can fill out an absentee ballot request at votebymail.ncsbe.gov, or by filling out a request form provided by the county board of elections office. The request must be received through the website or by the Board of Elections by 5 p.m. October 20, 2026.

Contests on the ballot include U. S. Senate, U.S. House, N.C. Supreme Court Associate Justice, N.C. Court of Appeals Judge, Superior and District Court Judge, N.C. House and Senate, and county offices of District Attorney, Board of Commissioners, Clerk of Superior Court, Sheriff, Board of Education, Soil and Water District Supervisor, Simpson Mayor, Simpson Village Council, and Town of Grifton Mixed Beverage. A Statewide Referendum proposing amendments to the N.C. Constitution will also be on the ballot.

All persons who are registered to vote with the PITT Board of Elections may vote in this election. The voter registration deadline for this election is 5 p.m. Friday, October 9, 2026. Eligible individuals who are not registered by that deadline may register and vote at any early voting site during the early voting period. Individuals registering to vote at an early voting site will be required to provide current documentation of their residence (for example, a government ID, other government document, or a paycheck, bank statement, or utility bill).

Voters voting in person are entitled to assistance by an election official, or, if assistance is needed due to disability or illiteracy, by a qualified person of their choice. Voting sites are accessible to all voters. Curbside voting is available for voters who are not able to enter voting sites without physical assistance because of age or physical disability.

Pitt County Opioid Settlement Funding Cycle to Begin
Letter of Intent submission window set for November 2 - 25

Pitt County announces the opening of its Letter of Intent (LOI) process for organizations interested in applying for Opioid Settlement funding. The LOI submission period will open on Monday, November 2 and close on Wednesday, November 25, 2026, at 5:00 p.m.

Through the national opioid settlement, Pitt County is committed to supporting strategies and initiatives that address the opioid overdose crisis and strengthen prevention, treatment, recovery and support services throughout the community.

“Organizations interested in pursuing funding must submit the Letter of Intent form by the deadline to be considered. Eligible proposals must address issues related to the opioid overdose crisis in Pitt County and align with the requirements outlined in the North Carolina Opioid Settlement Memorandum of Agreement,” says Caitlyn Hewson, Pitt County Opioid Settlement Coordinator.

The Letter of Intent form, eligibility requirements and the application process are available at PittCountyNC.gov/OSGrants . Applicants are encouraged to review the available information and ensure their submissions are complete and received before the deadline. LOIs must be submitted no later than 5:00 p.m. on Wednesday, November 25, 2026. Late submissions will not be considered.

“Finalists selected through the LOI process will be invited to submit a full application. To be considered, applicants must complete the form in full, answering all questions completely. The County intends to allocate funding to multiple projects each fiscal year on a reimbursement basis,” continues Hewson.
