5th Cohort of the Capacity Development Program for Procurement Personnel
The Department of Procurement and Properties, Ministry of Finance, in collaboration with the Royal Civil Service Commission and Jigme Namgyel Engineering College, is currently conducting the 5th cohort of the Capacity Development Training for Procurement Assistants at JNEC, Dewathang, Samdrup Jongkhar from 22nd April to 8th May, 2026.
This training aims to strengthen the professional capacity of procurement personnel by enhancing their knowledge, skills, and competencies in public procurement practices, ensuring greater efficiency, transparency, and accountability in service delivery.
The Department remains committed to continuous capacity development in line with good governance principles and effective public service.

The 4th Cohort of the Capacity Development Program for Procurement Assistant was concluded today,15 April 2026.
Conducted over a period of 13 days, the program successfully enhanced the knowledge, skills, and professionalism of procurement officials, contributing to more efficient, transparent, and accountable procurement practices across the public sector. The ceremony was graced by Dr. Tshewang Lhendup, President of JNEC.
The program was organized by JNEC in partnership with the Ministry of Finance, Royal Government of Bhutan and Royal Civil Service Commission, Royal Government of Bhutan, reflecting a strong institutional commitment to capacity building and professional excellence.
A total of 31 participants from various Ministries and Dzongkhags took part in the 4th cohort.
With the completion of this cohort, a cumulative total of 125 procurement personnel have now been trained under the program.
This achievement marks another important milestone in strengthening Bhutanโs procurement systems and enhancing the professionalism of its civil service workforce.

A significant step towards strengthening emergency preparedness in Bhutan.
The Sensitization Program on the Emergency Logistics Preparedness Procurement Manual commenced on 9 March 2026 in Lobesa, with technical and financial support from the World Food Programme, Bhutan. World Food Programme The program marks the beginning of a broader three-day Procurement Conference, aimed at strengthening procurement systems and preparedness mechanisms for emergency response in Bhutan.
The opening ceremony was graced by the Honโble Finance Minister, Lekey Dorji, and attended by Peter Rodriguez, Country Director of WFP Bhutan. Senior officials including the Director General of the Department of Local Governance and Disaster Management (DLGDM), the Dzongda, and the Dzongrab of the Punakha Dzongkhag Administration were also present at the event.
During the ceremony, the Honโble Finance Minister and the WFP Country Director jointly launched three key initiatives: the Emergency Logistics Preparedness Procurement Manual 2026, the Procurement Conference 2026, and the Dzongkha version of the Procurement Rules and Regulations (PRR) 2025. These milestones reflect the Royal Governmentโs continued commitment to strengthening transparency, efficiency, and accountability in public procurement.
The Emergency Logistics Preparedness Procurement Manual 2026 is a proactive and structured approach to emergency readiness. It provides clear procedures, documentation requirements, and response mechanisms that enable government agencies to undertake procurement swiftly during crises while maintaining integrity, transparency, and accountability. By establishing standardized processes for emergency situations, the manual ensures that procurement operations remain effective and responsive even under urgent and complex circumstances.
The manual will come into force in FY 2026โ2027 and will apply to both central agencies and local governments. The program has brought together 68 procurement officers from various central ministries, local governments, autonomous agencies, and armed forces under the Royal Government of Bhutan, creating an important platform for knowledge sharing, professional networking, and strengthening procurement capacity across the public sector.

The Closing Ceremony of the 3rd Cohort of the Capacity Development Program for Procurement Personnel was held on 16th February 2026 at Jigme Namgyel Engineering College (JNEC).
Over 13 days, the program strengthened the knowledge, skills, and professionalism of procurement officials, promoting greater efficiency, transparency, and accountability in public procurement.
Organized by JNEC in partnership with the Ministry of Finance, Royal Government of Bhutan and the Royal Civil Service Commission, Royal Government of Bhutan, the program reflects a strong commitment to capacity building and professional excellence.
A total of 32 participants from 11 dzongkhags (Thimphu, Bumthang, Samtse, Chhukha, Paro, P/Gatshel, Trashigang, Trongsa, Dagana, Mongar, Samdrup Jongkhar) successfully completed the 3rd cohort, marking another milestone in strengthening Bhutanโs procurement system.
