Millions of people in England and Wales own their homes through the leasehold system, yet for too many this has meant rising costs, unreasonable managing agents, and feeling trapped.

Today, the Housing, Communities and Local Government Committee has published its report on the draft Commonhold and Leasehold Reform Bill.

The Bill would be a significant step forward, but we are calling on the government to go further and faster, including bringing the £250 ground rent cap into force by late 2027, establishing an independent regulator with powers to sanction rogue managing agents, making commonhold the default outcome when leaseholders join together to buy their freehold.

We are calling on the government to introduce the final bill in autumn 2026.

Today Prime Minister Sir Keir Starmer faced questions from MPs in UK House of Commons.

Prime Minister’s Questions (PMQs) is a 30-minute session that allows MPs to ask questions directly to the Prime Minister. This helps hold the government to account.

PMQs usually starts with the Prime Minister answering a routine question on his official engagements that day, which is then followed by questions from the Leader of the Opposition and other MPs on any topic they choose.
