Lieliska nedēļa Rīgā pasniedzot lekcijas Latvijas Universitāte un RTU - Rīgas Tehniskā universitāte.
Sarunas ar studentiem un topošajiem profesionāļiem man atgādina, kāpēc šis darbs ir svarīgs. Tieši zinoša un informēta nākamā paaudze veido pamatu atbildīgai Eiropas finanšu pārvaldībai.

Lekcijās apskatījām tādas tēmas kā:
1) ES budžetu un gaidāmās izvēles saistībā ar nākamo daudzgadu finanšu shēmu 2028.–2034. gadam;
2) Zaļās pārejas progress – ieceres un to īstenošana;
3) ES budžeta plānošana un finanšu pārvaldība;
4) Ekonomiskā un fiskālā pārvaldība Eiropas Savienībā.

Visas tēmas balstījās uz European Court of Auditors darbu un manu personīgo pieredzi.

Papildus aizvadīju vērtīgas tikšanās ar Latvijas Banka, Finanšu nozares asociācija, Valsts ieņēmumu dienests un Fiskālās disciplīnas padome, lai gūtu ieskatu notiekošajās un plānotajās revīzijās par banku sektora uzraudzību ES, ierobežojošajiem tirdzniecības pasākumiem un sadarbību starp ES dalībvalstu nodokļu administrācijām.

An intense last week in Riga. I read a series of lectures to students University of Latvia and Riga Technical University. Conversations with students and future professionals remind me why this work matters. Europe's financial accountability starts with an informed next generation.

We covered the 1) EU budget and the upcoming choices for the next multiannual financing framework for 2028-2034, 2) the progress in clean transition: ambition vs delivery, 3) EU budgeting and financial management, and last but certainly not the least - 4) economic and fiscal governance in the Union. All on the basis of European Court of Auditors audit work and personal experience.

Alongside the lectures, I also had several interesting meetings with Latvijas Banka, Finance Latvia Association, Valsts ieņēmumu dienests and Fiscal Discipline Council to better inform the ongoing and planned audit work on the supervision of the banking sector in the EU, restrictive trade measures, co-operation among the tax administrations in the EU.

Bija gods piedalīties INTOSAI darba grupas sanāksmē par finanšu un ekonomisko stabilitāti. Prezentēju European Court of Auditors ziņojumu par pārrobežu pensiju risinājumiem. Iespaidīga kolēģu iesaiste un augstvērtīgas diskusijas – paldies U.S. Government Accountability Office (GAO) par izcilo organizāciju!

Bija gods tikties ar GAO vadības pārstāvjiem, pārrunājot prioritātes un sadarbības iespējas. Notika arī vērtīgas diskusijas ar GAO auditoriem un ASV Finanšu ministrijas pārstāvjiem.

Delighted to have participated at the INTOSAI Working group meeting on financial&economic stability. I presented our European Court of Auditors audit report on strengthening cross-border pension solutions and pan european pension product. Impressed by strong engagement and high quality contributions by colleagues from around the world. Thanks to U.S. Government Accountability Office (GAO) colleagues for excellent organisation!

My pleasure to have met Acting Comptroller General of the U.S. Government Accountability Office (GAO), Ms Orice Williams Brown and members of her team. We exchanged about strategic priorities and challenges of ECA and US GAO as well as discussed specific audit topics of interest for both institutions. I am sure our relevant audit teams will be in touch.

Me and our European Court of Auditors audit team also had a rich exchange with several colleagues from US GAO department in charge of auditing of supervisors of financial sector.

Besides, I re-connected with colleagues from US Treasury Department to exchange on the state of play in implementation of restrictive trade measures by the US and EU authorities.

Finally, thanks to H.E. Ambassador of Latvia to the USA Elita Kuzma and her colleagues for hospitality, warm welcome and a very interesting conversation!

Šonedēļ kopā ar kolēģiem uzņēmu Marcu Lemētru, Eiropas Komisijas Pētniecības un inovācijas ģenerāldirektorāta (DG RTD) ģenerāldirektoru European Commission.

Pārrunājām finanšu, atbilstības un lietderības revīzijas viņa atbildības jomās, jo īpaši programmās Apvārsnis Eiropa un Apvārsnis 2020, ar pētniecību saistītos daudzgadu finanšu shēmas ticamības apliecinājumu aspektus, kā arī vairākas snieguma revīzijas, tostarp par EIC fonda efektivitāti un lietderību.

Building upon our previous meetings with Commissioner Екатерина Захариева, this week me and my colleagues welcomed Marc Lemaître, Director‑General of the DG RTD at the European Commission responsible for Research and Innovation.

We discussed financial, compliance and performance audits in his fields of responsibility, notably Horizon Europe and Horizon 2020, research‑related aspects of the Statements of Assurance under the MFF, and several performance audits, such as the one dealing with efficiency and effectiveness of the EIC Fund.

✅ European Court of Auditors ziņojums rāda, ka, neraugoties uz ievērojamiem centieniem, uzņēmumiem joprojām ir jāpārvar būtiski šķēršļi, sniedzot pakalpojumus pāri robežām. Tas kavē ES pilnībā izmantot Iekšējā tirgus potenciālu.

🔍 Galvenie secinājumi:
▫️ Tikai aptuveni 20% pakalpojumu tiek sniegti pārrobežu režīmā.

The Single Market for Services in the EU is still very much in the making and lagging behind deadlines fixed over the years - this is the main conclusion of our European Court of Auditors recent report.

We expose that, despite significant efforts, businesses still encounter major hurdles when trying to provide services across borders. As a result, the EU is still far from tapping into the full potential of its Internal Market.

🔍 Key insights:
▫️ Only about 20% of services in the EU are offered cross‑border.
▫️ Nearly 60% of the barriers identified more than twenty years ago are still in place.
▫️ EU action to remove these long-standing obstacles has not been sufficient to deliver meaningful progress.
