The Government of the Republic of Namibia, through the Namibia Green Hydrogen Programme (NGH2P) under the leadership of the National Planning Commission of Namibia, hosted a regional stakeholder engagement in Lรผderitz on Monday, 08 June 2026, as part of Namibiaโ€™s preparation of the CIF Industry Decarbonisation Programme Sectoral Transformation Investment Plan (CIF IDP s-TIP).

The engagement, held at the Lรผderitz Waterfront Development Company Conference Centre, brought together regional leadership, traditional authorities, local authorities, state-owned enterprises, project developers, development partners, youth and womenโ€™s representatives, labour organisations, training institutions and community stakeholders. The session formed part of Namibiaโ€™s national effort to gather grounded regional inputs ahead of the countryโ€™s CIF Investment Plan submission, aimed at unlocking up to USD 250 million in concessional funding for green industrialisation and industry decarbonisation projects.

The workshop focused on regional readiness, infrastructure needs and stakeholder priorities, with particular attention to clean energy, green hydrogen and broader green industrialisation opportunities in the ||Kharas Region. Discussions covered Namibiaโ€™s national vision for clean energy and industrialisation, the overview of 78 shortlisted developers, common-user infrastructure requirements, community participation, labour readiness and local inclusion.

Delivering the keynote address, ||Kharas Governor Hon. Dawid Gertze said the region occupies a special place in Namibiaโ€™s emerging green industrial future. He noted that Namibiaโ€™s green industrialisation agenda โ€œis no longer just a policy conversation in Windhoek or a topic discussed at international summits,โ€ but has become a practical regional and local matter linked to livelihoods, jobs, skills, infrastructure and community trust.

The Chairperson of the ||Kharas Regional Council, Hon. Gerrit Witbooi, welcomed participants and emphasised the importance of ensuring that regional voices are reflected in the national process. He stated that the engagement was โ€œnot an ordinary consultation,โ€ but part of Namibiaโ€™s preparations to unlock significant concessional financing for the countryโ€™s green industrialisation agenda.

Key sessions assessed enabling infrastructure such as port facilities, transmission corridors, desalination and bulk water supply, rail and road corridors, pipelines, storage and shared utilities for industrial zones. Stakeholders also discussed social licence, workforce development, inclusivity, local enterprise opportunities and community expectations.

Inputs gathered from Lรผderitz will contribute to the development of a stronger, regionally informed and nationally relevant CIF IDP s-TIP that supports investment, job creation, industrial growth & long-term sustainable development.

The Government of the Republic of Namibia has approved the establishment of the ๐—š๐—ฟ๐—ฒ๐—ฒ๐—ป ๐—œ๐—ป๐—ฑ๐˜‚๐˜€๐˜๐—ฟ๐—ถ๐—ฒ๐˜€ ๐—–๐—ผ๐˜‚๐—ป๐—ฐ๐—ถ๐—น, marking an important policy progression in Namibiaโ€™s green industrialisation journey.

The announcement was made by the Minister of Information and Communication Technology, Hon. Emma Theofelus, during this weekโ€™s Cabinet briefing, where she communicated resolutions from the 12th and 13th Cabinet meetings held on 28 April and 6 May 2026, chaired by H.E. President Netumbo Nandi-Ndaitwah.

The Green Industries Council replaces the former Green Hydrogen Council and reflects the Governmentโ€™s broader approach to advancing green industrialisation beyond hydrogen alone. Its mandate will support policy coordination, institutional alignment and investment priorities aimed at accelerating industrialisation, economic diversification and job creation.

The Director General of the National Planning Commission of Namibia will chair the Council. It will include key Government institutions responsible for finance, industries, energy, agriculture, water, land reform, environment, international relations, urban development, legal affairs and monetary policy.

For Namibia, this is a significant step in strengthening the governance framework needed to guide emerging green industries, unlock investment, and support the countryโ€™s long-term development ambitions.

The NGH2P participated in the recently concluded ๐—ก๐—ฎ๐—บ๐—ถ๐—ฏ๐—ถ๐—ฎโ€“๐—˜๐—จ ๐—•๐˜‚๐˜€๐—ถ๐—ป๐—ฒ๐˜€๐˜€ ๐—™๐—ผ๐—ฟ๐˜‚๐—บ in Windhoek, joining Government, EU partners, investors and industry leaders in conversations focused on green industrialisation, skills development, project bankability and market access.

These engagements are important as Namibia continues to position green hydrogen and its derivatives as enablers of industrialisation, value addition, job creation and long-term economic transformation.
