To address the rising burden of non-communicable diseases (NCDs), the Department of Health Central Visayas Center for Health Development (DOH Central Visayas CHD) conducted an Integrated Training on the Philippine Package on Essential Non-Communicable Diseases Intervention (PhilPEN) and Basic Foot Care on May 12โ€“14, 2026, at Sarrosa Hotel and Residential Suites, Cebu City.

The initiative integrated the prevention and management of major noncommunicable diseases (NCDs), particularly cardiovascular diseases, diabetes, and chronic respiratory diseases, into primary health care. Through the implementation of the PhilPEN protocol, the Department of Health aimed to standardize screening and improve equitable access to care in support of Universal Health Care (UHC) goals.

The Department of Health Central Visayas Center for Health Development welcomed Regional Disease Surveillance Officers and their attached units for the four-day workshop on the 717 Surveillance Framework on May 25-28, 2026 at Quest Hotel Cebu.

Participants from the Regional Epidemiology and Surveillance Unit (RESU), Regional Health Emergency Management Services (RHEMS), Integrated Public Health Laboratories (IPHL), Provincial DOH Offices, and local government units from Cebu Province and Highly Urbanized Cities gathered to identify challenges and develop strategies in addressing potential disease emergencies.

Regional Director Dr. Joshua G. Brillantes commended the participation of partner DOH hospitals in Cebu, emphasizing the importance of integrating clinical perspectives in strengthening disease surveillance and emergency response discussions.

The workshop was facilitated by the Epidemiology Bureau together with representatives from DOH CALABARZON and global partners from the US Centers for Disease Control and Prevention (US CDC).

This regional initiative aims to:
โœ… Strengthen disease surveillance systems
โœ… Enhance early detection and response mechanisms
โœ… Improve coordination among health sectors and partners
โœ… Develop strategic solutions for potential public health threats
โœ… Reinforce preparedness and prevention efforts in communities

Through the 717 Surveillance Framework, DOH continues to strengthen public health preparedness and ensure a more responsive and resilient health system for Central Visayas.
