DOJ-RPO XI Leads First Full Coordination Meeting of Reorganized RTF-ELCAC XI Legal Cooperation Cluster
The Department of Justice – Regional Prosecution Office XI (DOJ-RPO XI), through Regional Prosecutor Janet Grace B. Dalisay-Fabrero, successfully convened the first full coordination meeting of the re-organized Legal Cooperation Cluster (LCC) of the Regional Task Force to End Local Communist Armed Conflict XI (RTF-ELCAC XI) held today, May 28, 2026, at the 10TH ID Bayanihan Center, Naval Station Felix Apolinario, Panacan, Davao City.
In her capacity as Chairperson of the cluster, Regional Prosecutor Dalisay-Fabrero emphasized the importance of strengthened inter-agency cooperation in promoting the rule of law, protecting communities, and supporting the government’s whole-of-nation approach to peace and development under Executive Order No. 70.
The re-organized RTF-ELCAC XI Legal Cooperation Cluster is now composed of 31 member agencies and stakeholders from various sectors, reflecting a broader and more inclusive partnership in addressing legal and security concerns affecting communities in the region.
Present during the meeting were representatives from the National Intelligence Coordinating Agency (NICA), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Department of the Interior and Local Government (DILG), Public Attorney’s Office (PAO), Department of Labor and Employment (DOLE), Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), Bureau of Internal Revenue (BIR), Commission on Elections (COMELEC), Department of Education (DepEd), former rebels organizations, and other partner agencies.
The Legal Cooperation Cluster serves as a vital mechanism for legal coordination, prosecution support, policy harmonization, legal assistance, capacity-building, and strengthened collaboration among government agencies and stakeholders in addressing issues related to insurgency and threats to peace and security.
Members of the cluster expressed their commitment to uphold human rights, ensure due process, strengthen legal mechanisms, and sustain collaborative efforts toward lasting peace, public safety, and community resilience in Region XI.
The meeting concluded with a renewed commitment among member agencies to work collectively, proactively, and professionally in advancing peace, justice, and development in the region.

DOJ–NPS XI Conducts First Batch of Gender Sensitivity Training
Davao City, 07 May 2026 — The Department of Justice–National Prosecution Service XI (DOJ–NPS XI) successfully conducted the first batch of its Gender Sensitivity Training on 07 May 2026.
Held via Zoom, the two-day seminar gathered prosecution attorneys and support staff from across NPS XI to strengthen awareness and understanding of gender sensitivity and inclusivity in the workplace and in the delivery of public service.
The activity forms part of the agency’s continuing commitment to promote gender-responsive governance and foster a professional environment grounded in respect, equality, and fairness among personnel tasked with upholding justice.
The seminar was facilitated by the Civil Service Commission (CSC) Region XI, which provided discussions and learning sessions aimed at enhancing participants’ appreciation of gender and development (GAD) principles, gender-fair communication, and sensitivity in dealing with clients and colleagues.
Through initiatives such as this training, DOJ–NPS XI reaffirms its dedication to cultivating a workplace culture that values diversity, professionalism, and gender responsiveness in public service.

Davao City, 23 April 2026- The Department of Justice–National Prosecution Service XI (DOJ–NPS XI) successfully conducted an online Seminar on Public Service Ethics and Accountability on April 22–23, 2026, reinforcing its commitment to integrity and excellence in public service.
Held via Zoom, the two-day seminar gathered prosecution attorneys and support staff from across NPS XI. The activity aimed to strengthen ethical standards, promote accountability, and enhance professionalism among government personnel tasked with upholding justice.
The seminar was facilitated by the Civil Service Commission (CSC) Region XI, which provided expert guidance on core principles of public service ethics, including transparency, responsibility, and adherence to the Code of Conduct and Ethical Standards for Public Officials and Employees.
Participants actively engaged in discussions and learning sessions designed to address real-world challenges in public service.
The successful conduct of the seminar underscores the ongoing efforts of DOJ–NPS XI to uphold the highest standards of integrity and professionalism in the discharge of its mandate.

The 8th Local Amnesty Board (LAB) Davao Conference convened on April 10, 2026 at the 1003rd Infantry (Raptor) Brigade, 10th Infantry Division, Philippine Army, Brgy. Malagos, Davao City, under the leadership of BGen. Christopher M. Diaz, Brigade Commander and LAB Primary Member.
Present during the conference were Regional Prosecutor Janet Grace B. Dalisay-Fabrero, LAB Davao Chair; Atty. Ferdinand M. Taglucop, IBP President; and Peace Program Officer III Cris M. Gaerlan of the LAB Secretariat, together with his team.
The activity centered on the deliberation of qualified applicants for amnesty, in line with established guidelines, to ensure a fair and thorough evaluation process in support of peacebuilding and reintegration efforts in the region.
