SULAT, Eastern Samar — Recognizing Barangay Tanods as among the frontline community-based responders and the first visible line of peace and public safety at the grassroots level, the Municipal Government of Sulat, through the DILG Municipal Office, spearheaded a two-day Barangay Tanods, Barangay Peacekeeping Action Teams (BPATs), and Barangay Community Fire Auxiliary Groups (CFAG) Capacity Enhancement Training on September 24–25, 2026, at the Sulat Skills and Livelihood Training Center, Barangay Baybay.
Anchored on the theme “Strengthening Community-Based Peace, Public Safety, Emergency Response, and Safer School Zones,” the activity was funded under the municipality’s Peace and Order and Public Safety (POPS) Fund, reflecting the local government’s continuing investment in strengthening community-based mechanisms for peace, order, and public safety.
Mayor Javier E. Zacate, Chairperson of the Municipal Peace and Order Council (MPOC), led the activity, underscoring the municipality’s commitment to equipping community safety frontliners with the knowledge, skills, and support needed to perform their roles effectively.
Resource persons from the Philippine National Police (PNP) and Bureau of Fire Protection (BFP) facilitated technical sessions on peacekeeping, public safety, and emergency response, including a hands-on fire-fighting simulation. The ESSU Extension Service, through its Criminology Department, likewise conducted a session on gender-sensitive emergency response, followed by a practical Arnis-based self-defence simulation.
A major component of the training focused on deploying Barangay Tanods in the municipality’s 17 elementary and secondary schools to support safer school zones. As community-based peacekeepers, Tanods provide a visible safety presence, help prevent disturbances, monitor safety concerns, and coordinate with appropriate authorities when incidents require further intervention.
The participants also raised practical concerns affecting their deployment, including the need for clear deployment protocols and designated safety zones, official identification and uniforms, appropriate compensation or incentives for additional duties, and insurance or other protection mechanisms.
These concerns will be monitored and channelled through the MPOC for appropriate coordination and action, particularly in ensuring that Tanods assigned to schools are adequately supported and that their deployment is safe, organized, and clearly defined.
The activity further strengthened collaboration among the DILG, LGU, PNP, BFP, ESSU, DepEd, and barangays, reinforcing the principle that peace and public safety are shared responsibilities that begin at the community level.
Through the strategic utilization of the POPS Fund, active local leadership, and the continuing technical guidance of the DILG Municipal Office, Sulat continues to invest in its Barangay Tanods, BPATs, and CFAGs—not merely as volunteers on the ground, but as trained and prepared partners in building peaceful communities, responding to emergencies, and creating safer spaces for Sulat’s children and residents.
