As the 2027 deadline for Project SPLIT approaches, the Department of Agrarian Reform (DAR) Leyte is significantly accelerating its operational pace. Steering this massive provincial offensive is PARPO II Roderick Rances, who gathered the leadership and field commanders to orchestrate the next major phase of the project: the Survey by Administration.
To tackle a heavy 13,000-hectare target for Calendar Year 2026, the provincial force is actively taking on an initial, closely monitored 6,500-hectare downloading.
The recent deployment briefing operated with the intense focus of a tactical war room. During the strategy sessions, Parcelization Coordinators CARPO Perpetua Sabaldan, CARPO Marissa Estolano, CARPO Amita Barte, and MARPO Marichu Ty convened with their respective parcelization support staff.
Across the tables, they huddled with our Municipal Agrarian Reform Program Officers (MARPOs) to map out geographical clusters and engineer strict weekly deployment schedules tailored to the specific needs of each municipality.
To execute this province-wide push, a highly dynamic heavy-hitting task force of 21 Geodetic Engineers has been integrated into the provincial grid. This group is a deliberate mix of organic personnel and project-hired technical experts.
While these engineers are noticeably young, they are the cream of the crop. Many are veterans of the project's early Field Validation Team (FVT) days. Others have already proven their mettle as members of the Redocumentation Completion Teams (RCTs), whose recent recomposition paved the way for these experts to be officially absorbed into our admin survey efforts.
Bridging years of field experience with fresh technical precision, our veteran MARPOs are teaming up closely with this majorly young, highly battle-tested generation of engineers to tackle the complexities on the ground.
The regional command is directly backing this province-wide deployment. Assistant Regional Director for Operations Atty. Bryan A. Lassiter and Project Consultant Renato G. Badilla set the absolute operational rules for the teams. They actively fielded on-the-spot questions and technical clarifications from our MARPOs to ensure complete alignment.
They mandated that field personnel must aggressively document actual tillers and resolve disqualification cases right at the source. This strict instruction ensures every surveyed lot is legally airtight before reaching the Registry of Deeds.
With the deployment schedules set, DAR Leyte is fully locked in on these targets.
Serving as the undisputed linchpin of agrarian reform in the region, DAR Leyte is moving with purpose and precision, confident that this focused strategy will soon turn the ambitious goals of Project SPLIT into stable, titled futures for our Agrarian Reform Beneficiaries (ARBs).

Isang malaking tagumpay para sa DAR ang paghahatid ng mga titulo ng lupa at pagbura sa mga pinansyal na pasanin ng ating mga magsasaka. Matagumpay na pinangasiwaan ng DAR ang dalawang magkahiwalay na distribution sa Ormoc at Dagami para siguruhin ang legal at pinansyal na kinabukasan ng ating nga magsasaka.
Ipinamahagi ng DARMO Ormoc 4 ang Certificates of Condonation and Release of Mortgage (CoCRoM) sa mga benepisyaryo sa Brgy. Guintigui-an, Ormoc City. Tuluyan nang malaya ang ating mga magsasaka mula sa ilang dekadang bayarin sa kanilang lupa.
Pinangunahan nina MARPO Brian Costiniano ang pamamahagi sa Ormoc, kasama sina ARPT Mary Gretel Daiz, ARPT Al Francis Caballero, ARPT Jaira Sophia Rose Encina, at TSS Joseph Sorima.
Samantala, matagumpay ding pinamahalaan ng DARMO Dagami ang pamamahagi ng Certificates of Land Ownership Award (CLOA) sa kanilang tanggapan. Sa pamamahaging ito, ibinibigay sa ating mga magsasaka ang legal na karapatan para sakahin ang kanilang sariling lupang sakahan nang walang takot na mapaalis.
Ginabayan nina MARPO Maria Theresa Nacilla at ARPT A***n Joy Verona ang pamamahagi sa Dagami, kaagapay sina Admin Aide Ma. Cristina Lora at TSS Cherry Rose Alare.
Patuloy na pinalalakas ng Department of Agrarian Reform ang ating mga agrarian reform beneficiaries sa pamamagitan ng masigasig na pamamahagi ng lupa at mga programang nagpapalaya sa kanila mula sa utang.

Mahalaga ang tamang ground validation para sa pagpoproseso ng mga lupang sakahan para sa ating mga susunod na agrarian reform beneficiaries. Nagsagawa ang DARMO Ormoc at DAR Leyte ng Joint Field Investigation para maproseso ang Compulsory Acquisition Claim Folder (CACF) ng isang lupain sa Brgy. Liberty, Ormoc City.
Ang nasabing lupain ay itinuturing na New Lands ng ahensya, at nasa ilalim ng Compulsory Acquisition. Sa ilalim nito, pinapahintulutan ng batas na pormal na makuha ng gobyerno ang mga pribadong agricultural estate. Tinitiyak nito na maipapamahagi ang lupain sa mga landless farmers na mismong nagsasaka ng lupa.
Upang makumpleto ang Claim Folder, kailangan ng masusing field investigation. Inaalam dito kung angkop sa pagsasaka ang lupa, at itinatala ang mga pananim. Nagsisilbing basehan ang mga nakalap na datos para makabuo ang ahensya ng eksaktong financial valuation para sa lupain.
Nanguna si MARPO Angeles Borja, kasama sina ARPT Mary Gretel Daiz at ARPT Al Francis Caballero sa field investigation. Katuwang nila mula DAR Leyte sina Engr. Rod Tyrone Elmido at Processor Eva Tiozon sa technical documentation.

Kamakailan lang ay inayos ng DARMO Capoocan ang isang masalimuot na tenancy dispute tungkol sa isang reklamo ng pagpapalayas sa Brgy. Tolibao, Capoocan. Pinangunahan ni MARPO Aleth Rey Ortega ang diyalogo sa pagitan ng nagkakaalitang magsasaka at landowner.
Para protektahan ang kabuhayan ng ating magsasaka sa gitna ng nadiskubreng pagbabago sa nagmamay-ari ng lupa, siniguro ng DARMO Capoocan na mananatili ang kanyang karapatang magsaka. Bumuo ang DARMO Capoocan ng pansamantalang kasunduan na ideposito muna ang mga ani sa barangay habang nililinaw pa ang isyu sa pagmamay-ari. Nagbigay ng mahalagang tulong sa mediation sina SARPT Isidore Rabanos at ARPT Kristine Tabio.
Samantala, nagsagawa ang DARMO Dagami ng kanilang sariling dispute resolution sessions. Pinamahalaan ni MARPO Maria Theresa Nacilla ang mga mediation conference para ayusin ang magkakahiwalay na agrarian conflict at magtakda ng patas na upa para sa ating mga agrarian reform beneficiaries.
Patuloy na itinataguyod ng Department of Agrarian Reform ang bukas na diyalogo para masiguro ang mabilis na hustisyang agraryo para sa ating mga magsasaka.

Malaking tulong ang mga maayos na kalsada sa pang-araw-araw na pamumuhay ng ating mga komunidad ng magsasaka. Binisita at ininspeksyon ng mga opisyal ng DAR Region VIII ang isang Farm-to-Market Road (FMR) project sa bayan ng Palo.
Pinondohan ng Agrarian Reform Fund, ang nasabing proyekto ay direktang pinag-uugnay ang Brgy. Cangumbang, Brgy. San Agustin, at Brgy. Cabarasan Daku. Mas mabilis at ligtas nang maibebenta ng ating mga magsasaka ang kanilang mga produkto sa mga pamilihan.
Nakasama ng mga regional officials sa inspeksyon ang Program Beneficiaries Development (PBD) division ng Leyte at DARMO Palo. Katuwang nila ang Municipal Engineer's office ng Local Government Unit ng Palo.
Patuloy na pinapaunlad ng DAR ang pamumuhay at kabuhayan ng ating mga agrarian reform beneficiaries sa tulong ng mga support services tulad ng Farm-to-Market Roads.

May mga bago nang boses na kakatawan sa ating mga magsasaka sa Inopacan. Matagumpay na muling binuo ng DARMO Inopacan ang mga Barangay Agrarian Reform Committee (BARC) sa siyam na barangay.
Sa mga naturang BARC reorganization, pinalitan ang mga hindi na aktibong opisyal at naghalal ng bagong liderato. Kailangan ng mga aktibo at handang BARC para suportahan ang implementasyon ng Project SPLIT at ang paparating na Inclusive Partnership for Agrarian Reform Communities (IPARC) Project.
Matagumpay na nakabuo ng bagong pamunuan sa mga barangay ng: Maljo, Guadalupe, Tahud, Jubasan, Taotaon, Marao, Linao, Macagoco, at Caminto.
Pinangunahan nina SARPT Cindy Gay Gutierrez at ARPO-I Samanta Modesto ng DARMO Inopacan ang BARC reorganization ng mga barangay. Kaagapay nila sina TSS Imefel Ceballos at TSS Joshua Lyod Aniga.

Mahalagang proseso ang tamang land survey para maipamahagi ang mga lupang sakahan sa ating mga magsasaka. Nagsagawa ang survey team ng DAR Leyte at ng DARMO Palo ng field survey sa dalawang lupain sa Palo. Bahagi ang land survey ng patuloy na land acquisition and distribution ng DAR.
Tinatawag na New Lands ang mga pribado o pampublikong lupain na hindi pa napapasailalim sa agrarian reform.
Sumailalim sa survey ang isang 3.7137-ektaryang lupain sa Brgy. Anahaway, at isang 4.8129-ektaryang lupain sa Brgy. Canhidoc.
Pinangunahan nina Engr. Ryan Almenario at Engr. Joshua Solina mula DAR Leyte ang survey. Kasama nila ang DARMO Palo sa pangunguna ni MARPO Imelda Clarianes, katuwang sina ARPT Rinalyn Romo, at TSS Oliver Francisco.

The Department of Agrarian Reform (DAR) Leyte is moving past the usual administrative hurdles to accelerate agrarian justice. During this month's Provincial Project Management Office (PPMO) meeting, DAR Leyte shifted gears to clear the exact paths needed for individual land titles to reach our Agrarian Reform Beneficiaries (ARBs) faster.
Last month, DAR Leyte joined the entire DAR Region VIII and the DENR, LRA, and LBP in Koronadal City to identify systemic processing delays across the region. Now, DAR Leyte is answering those challenges directly.
To speed up title examinations and navigate processing delays at the Registry of Deeds (ROD), the provincial office is taking an unconventional route. DAR Leyte is deploying project hirees, including licensed Geodetic Engineers straight to ROD to physically examine and process the titles ourselves.
Internal workflows are also being heavily streamlined. A systematic clean-out of pending files within the generation unit is actively underway to maximize the output of the deployed Redocumentation Completion Teams (RCTs). This collective push is spearheaded by PARPO II Roderick Rances and PARPO I Ma. Elsa Veloso, alongside the administrative and operational efforts of PCAO Maria Agnes Alfanta, CARPO Perpetua Sabaldan, and MARPO Marichu Ty.
The provincial strategy is strongly supported by the Regional Office. ARDO Atty. Bryan Lassiter and Project Consultant Renato Badilla provided much needed guidance during the meeting, helping formulate clear timelines for the upcoming subdivision surveys once the external service providers are fully mobilized.
With the 2027 deadline of Project SPLIT looming on the horizon, DAR Leyte is fully stepping up to the challenge. By shifting resources and finding practical workarounds to existing hurdles, DAR Leyte continues to push hard on the ground to guarantee that our farmers finally receive the individual land titles they rightfully deserve.

ORMOC CITY, Leyte - Bridging years of intense administrative friction and decades of waiting, the Department of Agrarian Reform (DAR) Leyte and the farming community of Brgy. Donghol finally found common ground yesterday. Moving past the tense walkouts that defined their meetings in 2024 and 2025, both sides sat down to confront the raw realities of agrarian justice.
Provincial Agrarian Reform Program Officer (PARPO) II Roderick B. Rances highlighted the immense weight of the event, giving gravitas to the value of open communication. "Labaw kini ug una sa tanan, ang pagpahigayon og Dayalogo usa ka makasaysayanon nga yugto gilusad sa tuyo ug tumong nga kahatagan sa sakto ug tukma nga katin-awan ang nagkalaiya nga mga isyu, hangyo ug mga yangungu sa atong mga mag-uuma ilabi na ang pag installar sa yuta gi-apud-apud sa goberno ngadto sa mga Agrarian Reform Beneficiaries kon WRIT OF INSTALLATION, subay sa mga requsitos o proceso sumala sa gimbut-an sa batakang balaod," he stated.
(โAbove all, this dialogue is a historic milestone aimed at providing clear answers to the various issues, requests, and grievances of our farmers - especially regarding their installation on government-awarded lands through the Writ of Installation, in strict accordance with the law.โ)
The dialogue yielded a major victory for the community. Exactly 26 Agrarian Reform Beneficiaries (ARBs) from the barangay are now officially cleared for physical installation next month. After waiting for years to physically occupy their awarded properties, our ARBs will finally take rightful possession of their awarded lands.
Representing the frustrations of our beneficiaries, paralegal Rosselle Panta brought forward a series of legal questions and procedural complaints regarding installation delays. The DAR Leyte panel chose to simply listen and give him the floor to fully air out these accumulated grievances.
Addressing the raised issues, the agency provided straightforward operational updates backed by firm legal clarifications. The legal team systematically navigated through the procedural doubts by citing specific agrarian laws to reaffirm the absolute right of our farmers to physical possession. They assured the attendees that contracted surveyors are actively mobilized for the upcoming subdivision surveys and confirmed the deployment of a Quick Response Officer to handle any localized friction.
The presence of key DAR Leyte officials proved vital in keeping the discussions grounded. PARPO Rances was joined by CARPO Marissa Estolano and moderator SARPO Carlo Casillar, alongside Atty. Glief Ray Sarmiento and Atty. Earl Niรฑo Campanero from the Legal Division. The local Ormoc DARMO force also showed up in full strength, led by MARPO Arnel Bantiles, MARPO Brian Costiniano, MARPO Jusua Emmanuel Rio, and MARPO Hesus Bucatcat.
Choosing to sit down and truly listen paves the way for real progress. This recent exchange proves that open communication can break years of deadlock and deliver concrete results for our ARBs.
