Important Notice: The Housing Authority of the County of San Diego (HACSD) will close several housing program waiting lists on February 20, 2026, at 11:59 PM.

If you are already on a waiting list, your application will not be affected and will remain active.

If you want to apply and have not done so yet, you must apply before the deadline. Visit www.sdhcd.org to apply online.

HACSD understands the critical need for affordable housing in our community, especially for the families that are waiting for assistance. You can find other housing resources at www.sdhcd.org.

Housing and Community Development 08/05/2024

The Housing Authority of the County of San Diego (HACSD) will be accepting applications for three (3) new Project-Based Voucher (PBV) Waiting Lists, on Thursday, August 29, 2024, beginning at 7:30 a.m. The PBV program allows rental assistance to be attached to a specific unit and/or development. The three new developments are:

1) Santa Fe Senior Village in the City of Vista at 414 North Santa Fe Avenue, Vista, CA 92083. The development has 53 PBV assisted units, which consists of 51 studios and 2 one-bedroom units. All household members must be 62 years of age or older and meet income limits.

2) Estrella PBV is in the City of San Marcos at 604 Richmar Ave, San Marcos, CA 92069. The development has 24 PBV units, with one-, two-, and three-bedroom apartment homes. These PBV units are for low-income families.

3) The Breezewood PBV is in the City of Escondido at 1574 S. Escondido Boulevard, Escondido, CA 92025. The development has 23 PBV units, which consists of 14 two-bedroom and 9 three-bedroom units. These PBV units are for low-income families.

HACSD will be accepting applications for all three developments at www.sdhcd.org, over the phone at 858-694-4801, and in person at Housing and Community Development Services at 3989 Ruffin Rd, San Diego, CA 92123.
All applicants will be selected from the HACSD’s waiting lists in accordance with federal housing policies and must meet program criteria. Please visit www.sdhcd.org for more details about eligibility requirements and information on services provided at each development.

Back to School Giveaway at Super Saturday Community Event

It is back-to-school season and that means Child Support Services is giving away hundreds of backpacks filled with school supplies (while supplies last) to all families who attend its Super Saturday event.
The community event will be held from 9 a.m. to 1 p.m., Aug. 12 at the Department of Child Support Services central office, 3666 Kearny Villa Road.

The Board of Commissioners of the Housing Authority of the County of San Diego will hold a public hearing on April 5, 2023, at 9:00 a.m. in Room 310 of the County Administration Center, 1600 Pacific Highway, San Diego, CA. Public testimony can be heard on the proposed Annual Plan for Fiscal Year 2023-2024, Public Housing Admissions and Continued Occupancy Policy, and the Housing Choice Voucher Section 8 Administrative Plan. Drafts and supporting documents were released on February 17, 2023, for a 45-day public review and comment period and can be accessed at www.sdhcd.org.

In lieu of attending the public hearing, members of the public are encouraged to submit comments via email at [email protected] or by mail to the County of San Diego, Housing and Community Development Services, Attn: Monique Mercier, 3989 Ruffin Road, San Diego, CA 92123. The public comment period ends on April 5, 2023.
