The City of Tucson Housing and Community Development (HCD) Department is accepting grant applications from qualified commercial property and storefront owners to participate in the Thrive Storefront Renovation Project, a façade improvement grant program within the Thrive in the 05 area.
The program provides funding to support property owners in investing in storefront improvements that attract customers, enhance neighborhood streetscapes, and strengthen the visual quality and economic vitality of key commercial corridors. Through this initiative, HCD will award up to $500,000 in total direct construction funding for up to three (3) exterior improvement projects that contribute to a more functional and economically resilient business environment while advancing Thrive in the 05 and U.S. Department of Housing and Urban Development (HUD) goals.
An additional Historic Preservation funding opportunity of up to $10,000 is available for up to five eligible properties located within the Historic Miracle Mile District for historically appropriate exterior improvements.
HCD will host a virtual pre-proposal conference June 25, 2026, from 4:00-5:00PM MST via Zoom. This is an opportunity to ask questions, discuss ideas, and receive feedback on proposal concepts to ensure alignment with the priorities of this funding opportunity. On Monday, May 25, all City of Tucson - Government offices will be closed in observance of Memorial Day (except emergency services or trash collection). Regular services will resume on Tuesday, May 26.
This Memorial Day, we pause to honor and remember the brave men and women who gave their lives in service to our nation. Here in Tucson, a city with deep military roots, we are especially mindful of the sacrifices made by those who wore the uniform with courage and pride.

May is Affordable Housing Month! 🏠🏢
At the City of Tucson’s Housing and Community Development (HCD) Department, we’re working every day to expand housing opportunities, support our most vulnerable neighbors, and build stronger communities across Tucson. From new affordable housing developments and homeownership opportunities to housing stability programs and neighborhood investments, here are just a few of the ways the City of Tucson and HCD are addressing the affordable housing crisis.

The City of Tucson, El Pueblo Housing Development (EPHD), and Gorman & Company broke ground for Amazon Flats, a 59-unit affordable housing community featuring one-bedroom apartments that will expand access to quality housing in Tucson. Located adjacent to the former Amazon Motel, Amazon Flats will be a newly constructed building that continues the site’s redevelopment.
Construction of the $24.4 million development is expected to be completed in the fall of 2027.
La Ciudad de Tucson, El Pueblo Housing Development (EPHD) y Gorman & Company colocaron la primera piedra de Amazon Flats, una comunidad de vivienda asequible de 59 unidades —que incluye apartamentos de un dormitorio— la cual ampliará el acceso a una vivienda de calidad en Tucson. Situado junto al antiguo Amazon Motel, Amazon Flats será un edificio de nueva construcción que dará continuidad a la reurbanización del emplazamiento.
Se prevé que la construcción de este proyecto, valorado en 24,4 millones de dólares, concluya en el otoño de 2027.

HCD is seeking proposals from organizations to build and operate Community Serving Facilities in Thrive in the 05 in support of the impactful Choice Neighborhoods Implementation grant.
As part of the CNI initiative, the City seeks proposals from qualified organizations, developers, nonprofits, health care providers, and operators of community-serving facilities to develop one or more of the following:
A Community Food Hub with the potential for kitchen incubator space, culinary training, food-related entrepreneurship opportunities, emergency food or meal distribution, food pantry services, and/or a market or cafe.
A Health Station to provide primary care navigation, behavioral health services, preventative care, health screenings, wellness programming, or other service models.
Neighborhood-serving retail and community services such as a grocery/market, coffee shop, and/or food retail.
The City is not seeking to operate these facilities directly, but rather to invest in the development or renovation of facilities and the purchase of equipment needed to support new, robust community services. Applicants responding to this Request for Proposals (RFP) will be responsible for operations and sustaining community services.
All RFPs are due July 15, 2026. Proposals will be selected by August. The City is accepting electronic submissions via email to Denisse Ortega-Loroña at [email protected]. Please submit all documents as PDF files.
