Suva, Fiji โ€“ The Water Authority of Fiji (WAF), in partnership with the Fiji Government and supported by key development partners including the Asian Development Bank (ADB), has officially launched its Environmental and Social Management System (ESMS)โ€”a major milestone in advancing sustainable and climate-resilient water and wastewater infrastructure across the country.

The launch, officiated by the Honourable Minister for Fiji Ministry of Public Works, Meteorological Services, and Transport, Hon. Ro Filipe Tuisawau, coincides with World Environment Day, reinforcing Fijiโ€™s commitment to environmental stewardship, climate resilience, and responsible infrastructure development.

The ESMS introduces a structured, systematic framework for managing environmental and social risks throughout the project lifecycleโ€”from planning and design to construction, operations, and decommissioning. It strengthens governance, enhances accountability, and aligns WAFโ€™s operations with both international best practices, including Multilateral Development Bank standards, and Fijiโ€™s national regulatory requirements.

In his keynote address, Minister Tuisawau highlighted that the ESMS represents a significant advancement in institutional governance and positions WAF as a leading organisation in Fiji to adopt a comprehensive environmental and social safeguard framework formally.

โ€œThe ESMS institutionalises a structured approach to environmental and social risk management and reinforces the Governmentโ€™s commitment to climate-resilient and inclusive infrastructure development,โ€ Minister Tuisawau said.

The framework is closely aligned with Fijiโ€™s Water Sector Strategy 2050, supporting the delivery of sustainable, inclusive, and resilient water and sanitation services nationwide. It also serves as a critical tool for addressing climate vulnerabilities affecting water infrastructure, including flood risks and ageing systems.

ADBโ€™s Regional Director, Ms Azusa Sato, highlighted that WAF is the first Government Agency to implement its Environmental and Social Management System.

โ€œThe Water Authority of Fiji is the first government agency in the country to establish a comprehensive Environmental and Social Management System, demonstrating leadership in strengthening governance and sustainability in infrastructure delivery.โ€

โ€œADB is proud to have supported WAF in developing this system. The ESMS aligns Fijiโ€™s infrastructure sector with international good practice, including ADBโ€™s Environmental and Social Framework and other global standards. Strong safeguard systems are essential for building investor confidence, improving financing readiness, and ensuring that infrastructure investments deliver long-term benefits,โ€ Ms Sato said.

WAF Chief Executive Officer, Seru Soderberg in his opening remarks, emphasised that the ESMS goes beyond compliance and serves as a strategic governance tool to strengthen decision-making, risk management, and long-term infrastructure sustainability.

โ€œThis system demonstrates our commitment to integrating environmental stewardship and social responsibility into every stage of our operations, ensuring that our investments deliver lasting benefits for communities while safeguarding the environment,โ€ Mr Soderberg said.

The successful development of the ESMS reflects the strong collaboration between WAF, Government agencies, development partners such as the Asian Development Bank, private sector stakeholders, and communities.

The Water Authority of Fiji reaffirmed that the continued implementation of the ESMS will play a key role in building a more resilient, accountable, and environmentally responsible water sector for Fiji, supporting national development goals and safeguarding resources for future generations.

The Water Authority of Fiji (WAF) wishes to sincerely thank customers for their continued patience and understanding as restoration efforts continue for customers supplied from the Flagstaff Reservoir supply zone following the successful completion of repair works on the Waila Water Treatment Plant to Wainibuku Reservoir DN 600 trunk main.

Since the completion of the repairs on Sunday 24 May 2026, WAF teams have been working continuously to gradually restore water supply to affected areas.

Most areas across the system have seen significant improvements from Monday 25 May 2026 onwards and have been restored; however, some elevated areas supplied from the Flagstaff Reservoir have experienced slower-than-expected restoration due to hydraulic challenges within the reticulation system.

During the restoration process, extensive air pockets developed within sections of the downstream pipeline network, particularly in higher elevation areas, which affected the speed of restoration.

As a result, WAF teams have been carrying out extensive flushing operations and network adjustments to gradually remove trapped air, stabilize reservoir flows, and improve supply recovery to affected customers.

As of this morning, water supply has been restored to the majority of areas supplied from the Flagstaff Reservoir, and restoration works remain ongoing for the remaining elevated areas.

Customers in the following areas may still experience intermittent supply or low water pressure while restoration efforts continue:

WAF wishes to assure customers that our operational teams remain on the ground and are working around the clock to fully stabilize the system and restore normal water supply as quickly as possible.

Current restoration efforts are progressing well, and WAF is doing its utmost to have normal water supply restored by this weekend.

WAF wishes to assure customers that water carting services have been deployed to assist affected areas during the restoration period.

For further assistance, customers may contact WAF on 334 6777 or shortcode 5777 (all mobile networks), email [email protected], or visit the WAF website and official page for updates.

WAF sincerely appreciates the patience, cooperation, and understanding shown by all affected customers as our teams continue working to restore normal services safely and efficiently.
