Yesterday, we explored the rich history and architectural heritage of our capital city, Valletta, as part of this year’s European Heritage Days programme.

Participants walked through Valletta’s historic streets, discovering the buildings, spaces and stories that have shaped this remarkable city and its identity over the centuries.

Through its Heritage Tours, the Planning Authority continues to promote a greater appreciation of Malta’s built heritage and raise awareness of the importance of understanding, safeguarding and celebrating the places that form an integral part of our identity.

Thank you to everyone who joined us and helped make this Heritage Tour another enjoyable and enriching experience.

The Planning Authority (PA) has carried out direct enforcement action to remove unauthorised paving laid over public land in front of a catering establishment along The Strand in Sliema.

The action follows Enforcement Notice EC/00122/26 concerning unauthorised development involving the er****on of a structure and associated works extending onto the public pavement and part of the road.

Following the Authority’s intervention earlier this month, the unauthorised structure was dismantled. However, paving laid over part of the public road remained in place, resulting in the need for further enforcement action.

The PA therefore intervened directly to remove the remaining illegal paving. The operation was carried out by the Authority’s Compliance and Enforcement Directorate, with the assistance of the Malta Police Force.

This intervention demonstrates the Authority’s commitment to ensuring that enforcement action is pursued effectively and that unauthorised development is not allowed to persist, particularly where public spaces, pedestrian accessibility and road safety are concerned.

The Authority remains committed to safeguarding the public interest and ensuring that development is carried out in accordance with the law.

As Malta continues to evolve, having a clearer and more connected understanding of our territory is increasingly important to informed decision-making.

This article explores how shared mapping can support that process and contribute to planning Malta’s future.

The Planning Authority has issued an Emergency Conservation Order to safeguard the historic property at Nos. 50 and 51, Triq Lapsi, St Julian’s, together with its garden.

The property and garden contribute to the historic character of the area and form part of an important green space within a densely built neighbourhood.

For the next 12 months, the site will be treated as a Grade 2 scheduled property, allowing time for further assessment of the garden and neighbouring gardens and whether additional protection is warranted.

Following the issuance of an enforcement notice by the Planning Authority, an illegal structure consisting of a tent, together with tables and chairs, which had been placed on public land in front of a food establishment in Sliema, has been removed.

The enforcement notice will, however, remain in force until the site is fully restored to its original state and all outstanding requirements of the notice have been complied with.

The intervention follows an enforcement notice and a public statement issued by the Authority ordering the immediate removal of the unauthorised structure. The Authority had made it clear that, should those responsible fail to comply, enforcement proceedings would be escalated in accordance with the applicable legal framework, including through direct action where necessary to ensure compliance.

In the same statement, the Authority had reaffirmed its commitment and regulatory role in safeguarding the public interest, addressing illegal development, and ensuring that enforcement action is carried out effectively.

Additional note: Planning enforcement in Malta is governed by the Development Planning Act (Cap. 552). When the Authority receives a report of suspected illegal development, its compliance and enforcement officers carry out an inspection of the site.

Works still under way can be halted immediately through a stop notice. Where an illegality is confirmed, an enforcement notice is served requiring its removal and the reinstatement of the site within a set period, and this may carry daily fines until the contravener complies.

The person served has the right of appeal before the Environment and Planning Review Tribunal, and direct action cannot be taken while an appeal is pending. In some cases, the person responsible may apply for sanctioning of the development, which is assessed against planning policy and is not automatically approved.

If the period set in the notice expires without compliance, the Authority may take direct action, entering the site and carrying out the works itself.
