In a major step toward enhanced security and operational efficiency, the Unified Persons with Disabilities Identification System (UPWDIS) will serve as a 24/7 verification platform, allowing merchants, establishments, and offices to instantly verify the authenticity of Persons with Disabilities (PWD) Identification Cards.
The centralized platform is designed to eliminate processing delays, curb fraud and counterfeiting, and provide instant authentication for stakeholders while ensuring that individuals with apparent and non-apparent disabilities can access their benefits and privileges without discrimination.
Under the new system, the unified digital ID incorporates a unique QR code and alphanumeric number, enabling merchants and offices to verify the authenticity of an ID by scanning the QR code and checking its details against the national database through https://verify.alaga.ph/. Upon a successful scan, the system automatically detects and decodes the QR code, displaying the ID holder's name and reference number for quick review and verification.
The National Council on Disability Affairs (NCDA) also emphasized that UPWDIS, which will be jointly administered by the Council and the Department of Social Welfare and Development (DSWD), will serve as a tool to address the rampant use of fake PWD identification cards and fraudulent claims, an issue highlighted during the Senate inquiry in December 2024.
As of October 2026, NCDA has trained approximately 80% of local government units (LGUs) nationwide. Local personnel have been oriented on encoding, updating, and managing localized registry records in the central system. LGUs are also in the registration and data integration phase, which involves migrating and synchronizing local databases with the national portal.
The Council has also recently urged LGUs to expedite the encoding and updating of their local registry records in the unified system to ensure seamless national coverage and help eliminate fraud across all jurisdictions.
