𝐒𝐞𝐜𝐭𝐨𝐫𝐚𝐥 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐬 𝐒𝐓𝐑𝐎𝐍𝐆𝐄𝐑 𝐟𝐨𝐫 𝐅𝐮𝐥𝐥 𝐃𝐞𝐯𝐨𝐥𝐮𝐭𝐢𝐨𝐧

The Department of the Interior and Local Government (DILG) Davao City Operations Office, headed by City Director Mika-Chan S. Magtulis, CESO V successfully conducted the Davao City Sectoral Consultation for the Local Government Code Review and Amendment Program (LGC RevAmP) under STRONGER for Full Devolution on May 13, 2026, at the Grand Menseng Hotel, Davao City. The activity gathered key stakeholders from selected barangays, local government offices, and national government agencies to contribute to the ongoing review and proposed amendments to the Local Government Code of 1991.

The consultation served as a platform to surface frontline governance realities, operational challenges, and devolution-related concerns experienced by stakeholders, particularly in the sectors of Barangay Local Governance and Peace and Order, Public Safety, and Disaster Resilience. During the morning session, twenty-five (25) selected barangays participated in the discussions on Barangay Local Governance. Meanwhile, the afternoon session was attended by concerned local government offices and national government agencies, including the AFP, BFP, BJMP, and PNP, for the sector on Peace and Order, Public Safety, and Disaster Resilience. Through focused discussions, participants identified implementation gaps, overlapping mandates, and policy concerns requiring legislative and administrative reforms.

As part of the STRONGER for Full Devolution initiative, the activity emphasized the importance of evidence-based and participatory governance reforms anchored on local experiences and operational realities. The Focus Group Discussions (FGDs) were facilitated by the University of Southeastern Philippines – Mintal Campus as the designated Local Resource Institute (LRI) Partner, led by Dr. Aristeo C. Salapa, Campus Administrator, together with co-facilitators Professor Velouna R. Perez and Professor Ronnie Panes. The discussions enabled participants to generate sectoral recommendations and proposed amendments linked to specific provisions of the Local Government Code.

The outputs from the consultation will form part of the regionally endorsed recommendations for national consolidation and review under the LGC RevAmP, contributing to the broader goal of strengthening local autonomy, improving service delivery, and supporting effective full devolution.
