Will Shut down import and export economy, ports will at stoppage mode;
Import laden containers, and empty containers stuck-up ports and cy-depot at freeze mode;
Import cost will be skyrocketed;
Importers, customs Brokers, truckers, drivers , helpers and all workers at the ports, no works at all.

Ports Congestion has already come to Manila Ports, this due to stuck-up of empty containers by the foreign shipping Lines, and added by the restriction of the port not to shipped out or not allowed to re-export.

Now , the Foreign shipping Lines and the premier culprit port operator again makes non-sense alibi of the overstaying laden containers as major roled of space problem. Please don't divert the true issue, the overstaying of empty containers that created by both the foreign shipping lines and the port operator that consumes all availbale cy-depot space extended beyond to LOLO and garage and even trucks mounted and living their.

The Port congestion already got the emergency attention of the business organization, PCCI with the coordination of DTI-SCLG, that called Multi-stakeholder's meeting, finding way of the emergency action to decongestion both empty containers and laden containers, today Oct. 22, 2026, at PCCI office, Taguig City.

Also from the report of Portcalls, might be next week ,JAO may be signed. However, if sign, JAO cannot address urgently to decongest the port but for long term implementation.

So, pls bear with us to call urgently the foreign shipping lines and ICTSI to do their accountability and responsibility.

Dumaing at nanawagan na ang iba't ibang sektor at stakeholder sa trade at logistics industry kay Pangulong Ferdinand Bongbong Marcos Jr. na manghimasok na at opisyal na magpatawag ng isang national conference upang masolusyunan ang malalang congestion at pagkaipon ng mga walang lamang cargo container sa mga daungan ng Maynila.�

Ayon sa panawagan ng Port Truckers Customs Brokers Multipurpose Cooperative sa pamumuno ni Reynaldo Soliman, kabilang ang mga customs brokers, importers, exporters, truckers, at mga drayber, sa Bureau of Customs (BOC), DTI Philippines (DTI), at Malacañan, lubhang naaapektuhan ang buong supply chain at national economy ng bansa.

Nag-uugat ang congestion sa kawalan ng aksyon ng mga foreign shipping lines sa pagpapabalik ng libo-libong empty containers sa mga pantalan ng Maynila, na hindi rin mailabas ng mga Pilipinong negosyante dahil malulugi ang mga ito kung ilalabas nang walang laman.

Dahil dito, nagkaisang magpatupad ng lingguhang "rest day" at pagpapatigil sa digital cargo processing ang mga apektadong sektor mula noong October 5 bilang panawagan sa Pangulo na pangunahan ang pagbuo ng pangmatagalang solusyon, patigilin ang hindi makatarungang detention fees at sinasabing P15,000 slot charges. Hinihiling din nilang obligahin ang mga foreign shipping lines na hakutin pabalik sa kani-kanilang bansa ang mga walang lamang container upang maibalik ang mabilis at maayos na daloy ng kalakalan sa bansa.

Kung hindi ito agad masosolusyonan, lalala ang 85-90% slowdown ng Manila port operations, at maaapektuhan din ang iba’t ibang mga Pilipinong negosyante nakadepende sa industriya ng trade & logistics.

Customs Brokers, Port Truckers and Alliance update on the Ports, we are only on pause mode of the Rest Day at the Port, awake at any time can resume if the time warrant it.

As to date after Rest Day on the Ports , it was very visible that empty containers at the private cy-depot by yard, truck mounted or garage were almost more than thousands, of SITC alone it is around more or less 1,500 empty containers waiting for return.

It was also upfloat that the cause of blockade or restraint from moving out the empty containers by the foreign shipping lines was the policy of the ICTSI. Reminder to the ICTSI moving only loaded import containers without looking back the source of the import load that is empty containers will flooded cy-depot outside port at the end of the day, will constraint prompt Pull-out of the incoming import loaded containers as the real time of vessels arrival and departure, and that is why it is happening now.

Port should allowed moving of import loaded containers prompt pull-out but also moving empty containers outbound to maintain balance of import containers versus its instrument, restraining empty containers it will cause slowdown movement of trade up to port congestion.

Shout-out to ICTSI, facilitates the prompt evacuation of the empty containers of the foerign shipping lines to decongest cy-depot outside the port and the thousands of empty may return so that trucks now can regular pulling out the loaded containers at the ICTSI.

Shout-out also to foreign shipping lines, evacuate now your empty containers to decongest your cy-depot so the acceptance of return may resume and help our economy to move-on.

Advisory: Customs Brokers, Port Truckers and Alliance is announcing that we temporarily withheld our " DIGITAL PROTEST AND REST DAY AT THE PORT" starting Oct. 08, 2026.

ICTSI AND ATI are now continuously accepting empty containers of the foreign shipping lines and we are now moving as we demanded for. But our bigger demand still we call for it. " FOREIGN SHIPPING LINES EVACUATE YOUR EMPTY CONTAINERS NOW, WE NEED SPACE FOR OUR ECONOMY".

So, we extends thankful for the unwavering support for our legit cause, our practicing Customs Brokers, and Customs Brokers that put their trust on us, our importers, exporters, our port truckers ( individual operators, drivers, helper) and alliance ( forwarders, cargo movers and trade facilitators) without you, we never gain the fight and achieve the respect with integrity. Flash report and update! Customs Brokers, Port Truckers, and alliance, 2nd day of digital protest and rest day at the Port.

At the morning , 90% of the Port , cleared of trucks coming in inside the ictsi. bare trucks are unforseen base on the update given by our members at the Micp and personally taken photos.
However @ before lunch 11:30 am onward till 3 pm, I witness influx of trucks carrying empty containers and export containers by ratio 8:2, empties and export going to MICP. Thereafter, at before 1 pm onward, volume of trucks coming out from ICTSI. These are trucks earlier coming in and getting out. As we investigate an influx of empty containers are due to, that the ICSTI allowing the acceptance of empty containers of all Foreign Shipping Lines, so flux of pre advice by the shipping lines that favor or one of our demands to accept the empties.

We, thankful ICTSI for prompt action just to augment our difficulties but thereafter problematic where to return again. But still cy-depot has no acceptance of empties. So, still the digital protest and rest day at the ports alerted ICTSI and ATI, to move and find a way, that to avoid stalement of the ports movement. So, we hoping that ICSTI find huge solution for helping foreign shipping lines to evacaute the empties and have enough space to accomodate thousands of empties at the private cy, trucks again and at cy-depot of shipping lines.

So, what we look at it, 2nd day is another big win and call for the foreign shipping lines, we need your space, evacaute your empty containers right away now, so our economy can move on now!
To maintain the momentun and still the CTAP, INHTA just started their physical action of port holiday, we are in our 3rd day of Digital Protest and rest day at the port Oct. 07, 2026.

Congratulation for job well done. Thank you sa lahat na ng signified at nagmanifesto ng kawalang hiyaang ng foreign shipping lines, dahil sa empty containers na ayaw tangapin sa takdang araw aba inabut ng isang buwan, tapos tayo pa ang inaakusahan sa interruption sa daloy ng trade. Sila nagtatago sa lungga nila si AISL lang palagi ang humaharap.

Successfull ang ating panawagan na hold on gate pass at sa truckers individual na wag tumanggap ng gate pass sa practicing Customs Brokers, importers, exporters or sa other sources. Ayon sa ating datos at nakalap na mga photos 80% clear ang ports. Ang lumalabas kanina ay yong may mga booking na, nakapasok na at export. Isa lang ibig sabihin, tayo mga practicing Licensed Customs Brokers ( duly registered with boc-amo as customs broker), our truckers, importers, exporters and alliance tayo ang may hawak ng beat. No Customs Brokers gate pass no movement of containers and association of truckers has no more no haul and declare its own holiday however they have seperate issue to address locally, we support them.

So bukas tuloy tayo for 2nd day October 06, 2026, Tuesday. Pls hold on again our gate pass, don't click or visit our import and export apps, in support for trucker's holiday. Take note. ang laban natin ay hindi para sa BOC, ito ay sa mga ganid ng foreign Shipping Lines na patuloy ayaw tanggapin ang mga empty containers at patuloy pa rin sa pagsisingil ng mga detention at kung ano- ano pa kahit sila ang may kasalanan. May lolo na , may under the table pa na alledgely 15 k per slot, isauli same day same cy-depot name at the D.O. in regular 10 to 20 days at even a month ang tanggap. The worst time.

Paalala sa lahat ng mga Practicing Licensed Customs Brokers ( duly registered at BOC-AMO @ e2m system. Allowed to lodge goods declaration, portal, processing, clearances and to generates Gate pass for the releasing of import container from the ports, and our designated port truckers either own or hired to take delivery of the economy of the nation, and also drivers and helper that keeping alert even without sleeping for a month of empty containers return.

Today, October 05, 2026 Monday, onward, is our Rest day and the same time protesting digitally due to no physical filling of declaration up to gatepass, all of these are done through digital platform.

To signify and manifesting our discontentment against foreign shipping lines, we advise to voluntarily hold our Gate pass for delivery due to NO acceptance of empty upon devanning for a month;
1. by not clicking our pc, if necessity can lodge declaration to avoid 15 days abandonment;
2. Don't portal it, and if assess or acted by BOC and payment has been made and OLRS is generated, Please important matter, HOLD ON or tied it up your Gate pass, never TABS, truck manifest and don't handed to our truckers, so there are no containers movement.

Truckers, to symbolized our rest day and protest, physically be at home, take away from your trucks even you can haul, no return of empty is wating for you, it will stuck at your truck for a month.

We plea and advice, at our social media accounts pls post that you doing protesting by way of screenshot our computer that offline to import export processing platform or any other way we in support for digital protest.

We condemn the foreign shipping lines the owner of the empty containers that no acceptance from 3 weeks up to a month, naging dahilan ng kalulunos na katayuan ng mga Customs Brokers, Truckers, Drivers, Helpers, Importers dahil sa profiteering and syndicated return of empty containers, ang lahat na ito ay latay sa ekonomiya ni Juan.

Solusyon:
Short term. Foreign shipping lines vacate now or bring it home to the port of origin your thousand containers flooded at your CY-Depot and private cy-depot, garage, trucks itself. So, thousand of empty containers at the private hands can be now returned and we can continue serving the economy by smooth flow of goods movement.

Long Term: We support Bureau of Customs empowering, mandates 130% cy-depot space for all foreign shipping lines calling Philippine Ports.

Pananagutin ang mga Dayuhang Shipping lines, dahil sa empty containers nila na hindi tinatanggap at halos isang buwan, ay bumagsak at usad pagong ang daloy ng trade, nag spike at tumaas ang gastusin, maraming nawalan ng trabaho, nagsialisan ang mga port drivers at maraming nag closed ng mga negosyo.

Ang sabi ng isang ginagalang na Boc commissioner, ang panatili mong tahimik at walang kibo maari isa kang kasabwat, nakinabang at apektado sa panawagan ng pagbabago. Kaya sa mga Customs Brokers kilos na para hindi mapabilang sa silent committee.
