LAMITAN CITY, BASILAN โ The National Irrigation Administration-ZAMBASULTA Regional Sub-Office (NIA ZRSO), under the guidance of NIA Regional Office IX, actively participated in the City Agriculture and Fisheries Council (CAFC) 2nd Quarter Meeting, reinforcing its commitment to agricultural development and collaboration with local stakeholders on May 21, 2026. The meeting, presided over by CAFC Chairman Amelito Puri, provided an opportunity for monitoring the accomplishments and ongoing initiatives of various government agencies in support of the agriculture and fisheries sectors.
During the meeting, Councilor Samboy Cervantes recognized the significant contribution of farmers and fisherfolk in ensuring food security and promoting Lamitan Cityโs agricultural products, while stressing the need for sustained government assistance to strengthen these sectors. Representing NIA ZRSO, IDO Jameson Atilano presented the accomplishments of Balimosa IA and Lacosa IA, highlighting the successful implementation of canal clearing activities and IA Pintakasi initiatives. He also reported that both Irrigatorsโ Associations benefited from Irrigation Management Transfer (IMT) subsidies provided by NIA to support their operation and maintenance efforts. The meeting was likewise attended by Basilan PIC Larry D. Pagasian and IDO Jay D. Soriano.
The successful conduct of the meeting reflected the commitment and cooperation of government agencies, local leaders, and stakeholders in implementing programs aimed at improving the productivity, income opportunities, and welfare of Lamitan Cityโs farming and fishing communities.

LABANGAN, ZAMBOANGA DEL SUR โ The National Irrigation Administration Region IX, in partnership with the Department of Social Welfare and Development (DSWD), conducted a validation activity on May 19, 2026, for two NIA-assisted irrigatorsโ cooperatives in Labangan, Zamboanga del Sur. The validation covered the Lantian-Labangan Irrigatorโs Agriculture Cooperative and the LABRIS Division B Irrigatorโs Agriculture Cooperative. The activity focused on assessing the cooperativesโ documentary compliance as part of their qualification process to become partner providers of rice and other agricultural products under the DSWDโs Enhanced Partnership Against Hunger and Poverty (EPAHP) Program.
Representatives from DSWD and NIA jointly facilitated the validation to ensure that the cooperatives meet the necessary requirements of the program. The NIA Region IX team was led by Supervising Irrigation Development Officer Ann N. Maligro, under the guidance of Regional Manager June Nathaniel S. Plaza. The initiative highlights the continuing collaboration between government agencies in supporting local farmersโ organizations and expanding opportunities for community-based agricultural cooperatives.
Leaders of both irrigatorsโ cooperatives expressed their gratitude to NIA Region IX and DSWD for the opportunity to participate in the program. According to the cooperative officials, the partnership will help strengthen their operations and create more sustainable market opportunities for their members. Through initiatives such as the EPAHP Program, farmer cooperatives are given greater access to institutional partnerships that can contribute to improved productivity, income generation, and long-term agricultural development in their communities.

MALANGAS, ZAMBOANGA SIBUGAY โ Under the guidance of NIA Region IX Regional Manager Engr. June Nathaniel S. Plaza, the National Irrigation Administration โ Zamboanga Sibugay Irrigation Management Office (NIA-ZSIMO), represented by its Acting Manager Engr. Maria Gertrudes P. Gania together with key NIA personnel, participated in the Board of Trustees (BOT) and Officers Meeting of the Dahlia Pump Irrigators Association (IA) on May 22, 2026, held in Dansulao, Malangas, Zamboanga Sibugay. The activity was led by IA President Mr. Wilfredo V. Samonte and served as a venue for continued coordination between NIA and the association on irrigation operations and organizational concerns within the service area.
In her message, Engr. Gania emphasized the importance of strong partnership and active collaboration between NIA and the Irrigatorsโ Association in sustaining efficient irrigation service delivery. She encouraged the members to remain united in addressing operational concerns, strengthening the organization, and working together toward practical solutions that will support improved water management and increased agricultural productivity. She also reaffirmed NIA-ZSIMOโs continued commitment to providing responsive support to the association and its farmer-beneficiaries.
As part of the activity, NIA-ZSIMO distributed informational flyers on the Complaint Submission Process to guide IA members on the proper channels for raising concerns related to irrigation services. Members of the Dahlia Pump IA also expressed their appreciation for the recently conducted Medical Mission led by NIA Regional Office IX, recognizing its positive impact on the farming community. The meeting further strengthened the partnership between NIA and the IA in advancing sustainable irrigation management and continued support for farmers in Malangas.

PAGADIAN CITY, ZAMBOANGA DEL SUR โ Under the leadership of NIA Region IX Regional Manager Engr. June Nathaniel S. Plaza, the National Irrigation Administration Regional Office IX convened an Inter-Agency Convergence Meeting on May 20, 2026, at the NIA Regional Office in Balintawak, Pagadian City, in support of the continuing development of the proposed Titay Small Reservoir Irrigation Project (SRIP) in Titay, Zamboanga Sibugay. The meeting was attended by NIA-ZSIMO Acting Manager Engr. Maria Gertrudes P. Gania, OIC Regional Executive Director Marie Angelique C. Go of DENR Region IX, NHA Regional Manager Al-Khwarizmi U. Indanan, CENRO-Kabasalan Officer-in-Charge Dionisio B. Rago, EMB-IX Regional Director Atty. Abbas I. Lao, together with representatives from the DENR, EMB, MGB, and FMB.
The convergence meeting served as a venue for coordination and discussion on key project updates, technical requirements, environmental considerations, and agency-specific support necessary for the implementation of the Titay SRIP. Participating agencies shared recommendations based on their respective mandates to help ensure that project preparations and implementation proceed with proper coordination, compliance, and sustainability. The activity highlighted the importance of inter-agency collaboration in advancing major irrigation infrastructure initiatives in the region.
In his message, Engr. Plaza emphasized that the Titay SRIP is a shared undertaking anchored on partnership and collective commitment among government agencies. He highlighted that the project is expected to improve water accessibility for farmers, strengthen agricultural productivity, and contribute to long-term food security and rural development in Zamboanga Sibugay. The activity reaffirmed NIA Region IXโs commitment to building strong institutional partnerships in advancing sustainable irrigation development for the benefit of farming communities across Region IX.

TITAY, ZAMBOANGA SIBUGAY โ Under the guidance of NIA Region IX Regional Manager Engr. June Nathaniel S. Plaza and National Housing Authority (NHA) Regional Manager Al-Khwarizmi U. Indanan, the National Irrigation Administration โ Zamboanga Sibugay Irrigation Management Office (NIA-ZSIMO), in coordination with NHA Region IX, successfully conducted the Community and Household Socio-Economic Profiling (CoHSEP) from May 18 to 22, 2026, in Titay, Zamboanga Sibugay, in line with the ongoing preparation of the Detailed Engineering Design (DED) for the proposed Titay Small River Impounding Project (Titay SRIP).
The activity forms part of the projectโs pre-engineering requirements, particularly in support of the preparation of the Land Acquisition and Resettlement Plan (LARP), Resettlement and Rehabilitation Action Plan (RRAP), and Social and Environmental Impact Assessment (SEIA). The conduct of the CoHSEP aimed to gather reliable socio-economic data and assess the conditions of identified Project-Affected Households (PAHs) and other dwelling structures situated within the projectโs direct impact areas.
The profiling activity was carried out through the technical assistance of NHA Region IX led by Resettlement and Development Chief Ms. Aisah D. Marohomsalic, together with representatives from NIA-ZSIMO and concerned local stakeholders. The initiative ensured proper validation, documentation, and assessment of affected households to support the formulation of responsive resettlement and rehabilitation measures for the implementation of the Titay SRIP. Through this activity, NIA-ZSIMO continues to uphold transparent, inclusive, and community-centered approaches in the implementation of major irrigation development projects.

MANUKAN, ZAMBOANGA DEL NORTE โ The National Irrigation Administration (NIA) Zamboanga del Norte Regional Sub-Office conducted a clustered TSAG meeting with the Carlos Tiu Farmers Irrigators Association, headed by IA President Maribel Y. Meraveles, which operates and maintains the Disakan Communal Irrigation System, and the Bernard Aguirre Communal Irrigators Association, headed by IA President Joseph O. Estimo, which operates and maintains the Don Jose Aguirre Communal Irrigation System on May 20, 2026. The meeting was held at the Barangay Covered Court of Brgy. Disakan, Manukan, Zamboanga del Norte. It was attended by NIA ZDNRSO Acting Manager Engr. Rex L. Armentia together with IDU Head Alvin Christian B. Dequito. With the guidance and support of the NIA IX Regional Office, the activity was conducted as a venue to address operational concerns and issues affecting both Irrigatorsโ Associations. It also aimed to further strengthen coordination and collaboration between NIA and the farmersโ associations toward the effective management and operation of their respective irrigation systems.
During the meeting, several concerns were raised regarding the repair of irrigation canals and reinforcement of backhoe operations within the systems. The IA representatives emphasized the need for immediate intervention to address the issues affecting irrigation efficiency. Engr. Armentia assured the participants that Disakan and Don Jose Aguirre CIS will be included in the scheduled deployment list for backhoe utilization. He further explained that technical personnel will conduct an inspection within this week. The inspection will serve as the basis for developing an appropriate plan to resolve the concerns raised by the irrigators.
The discussion also covered the convergence program with the Department of Labor and Employment (DOLE) under the TUPAD program. Both irrigator associations were included in the list of beneficiaries for the 20-day community work program. The TUPAD implementation will focus on the clearing and maintenance of irrigation structures within their respective systems. This initiative is expected to improve the functionality and sustainability of the irrigation facilities. The activity concluded with a reaffirmation of commitment from both NIA and the IAs to continue collaborative efforts for better irrigation service delivery.

ZAMBOANGA CITY โ Through the guidance and support of the management of the National Irrigation Administration Region IX, the NIA ZAMBASULTA RSO, in coordination with the Ciudad de Zamboanga Federacion de Irrigacion, Inc., successfully conducted its Monthly Coordination Meeting highlighting the Distribution of IMT Subsidies on May 20, 2026, at the NIA ZRSO Conference Room, Sta. Maria, Zamboanga City.
The activity gathered officers of the Irrigatorsโ Associations (IAs) in Zamboanga City to strengthen coordination, discuss of on-going programs, and reinforce initiatives aimed at improving the welfare of farming communities. One of the major highlights of the activity was the mass distribution of IMT Subsidies for Dry Crop under CY 2025 to participating Irrigatorsโ Associations, where farmer beneficiaries expressed their sincere gratitude to NIA for its continuous support in enhancing irrigation operation and maintenance services.
The meeting also discussed updates regarding upcoming IA Federation activities, farmersโ cooperative operation monitoring, the โPiso Mula sa Pusoโ Program, and the significance of sustaining Pintakasi activities to promote unity and cooperation among the irrigators. In addition, Irrigatorsโ Associations were encouraged to actively participate in the monthly โKADIWA sa NIA: TABO-AN,โ an initiative supporting local agricultural products and community engagement. The activity was successfully facilitated by the Institutional Development Unit headed by Ms. Leni S. Enriquez, together with its supportive staff.

ZAMBOANGA CITY โ The KADIWA SA NIA: TABOAN was successfully held at the NIA ZRSO Grounds along Gov. Ramos Avenue, Sta. Maria, Zamboanga City, bringing together farmers and consumers in support of local agriculture and community livelihood on May 20, 2026. The activity was conducted through the guidance and support of the NIA Region IX Management, reaffirming its commitment to empowering irrigators associations and strengthening agricultural productivity in Region IX.
The event showcased a wide variety of fresh and affordable locally produced agricultural products directly sold by farmers from different Irrigators Associations (IAs) in Zamboanga City. Through this initiative, local farmers were given the opportunity to market their products directly to consumers, helping increase their income while promoting sustainable agriculture.
The participating Irrigators Associations (IAs) included the following: San Isidro Labrador IA, Patalon Mapzacara IA, Patalon Purik 5 IA, Bunguiao Campania IA, and Tigbao Communal Integrated IA. The successful conduct of KADIWA SA NIA: TABOAN highlights the continuing efforts of NIA Region IX in promoting food security, community partnership, and economic opportunities for local farmers through programs that connect producers directly to the public.

BALINTAWAK, PAGADIAN CITY โ The National Irrigation Administration Region IX conducted a two-day Training on the Solar-Powered Pump Irrigation System (SPIS) AI Monitoring System on May 18โ19, 2026, at the Training Center of the NIA Regional Office IX in Balintawak, Pagadian City. The activity aimed to strengthen the monitoring and evaluation capabilities of personnel involved in the implementation of SPIS projects across the region. As solar-powered irrigation systems continue to support farming communities in Region IX, the use of the AI Monitoring System plays a vital role in ensuring efficient operations, accurate data collection, and timely reporting.
The training equipped participants with the technical knowledge and practical skills needed to effectively operate the system. Discussions focused on system monitoring, data encoding, report generation, basic troubleshooting, and maintenance procedures. To ensure a deeper understanding of the platform, the activity combined lectures, presentations, hands-on demonstrations, workshops, and system simulations. Participants included personnel from the Regional Office and field offices, particularly from the operations, engineering, equipment management, and institutional development sections, as well as selected farmers involved in SPIS implementation in Region IX.
The activity was supported by the top management of NIA Region IX to ensure alignment with the agencyโs goals and operational priorities. Two personnel from the Central OfficeโEquipment Management Division also participated to provide technical inputs and guidance during the sessions. The training was facilitated by the Equipment Management Section of Region IX, together with resource persons from Agro Innovative who shared their expertise on the AI Monitoring System. The Acting Manager of the Engineering and Operations Division, Engr. Rey M. Pinatacan expressed his gratitude for the successful conduct of the training, emphasizing that the activity provided valuable knowledge and practical learning that would further improve the skills, efficiency, and workmanship of all participants.
