ANOTHER CFO MEMBER WITHDRAWS SUPPORT FROM CPP/NPA/NDF IN BATAAN; SURRENDERS FI***RM

BALANGA CITY, BATAAN— In line with the government's continuous efforts to end local communist armed conflict, a former member of a Communist Front Organization (CFO) formally disaffiliated from the underground movement and surrendered to law enforcement authorities in Balanga City, Bataan, on November 1, 2026.

The surrenderer was a former member of the Alyansa ng mga Magbubukid sa Gitnang Luzon (AMGL), a known front organization of the Communist Party of the Philippines / New People’s Army / National Democratic Front (CPP/NPA/NDF) operating in the province of Bataan. As tangible proof of his formal withdrawal of support from the underground movement, he voluntarily turned over one (1) caliber .38 revolver to the operating teams.

The joint personnel led by the 1st Provincial Mobile Force Company (1st PMFC) under Force Commander PLTCOL ELIAS L. TAIT, alongside Bataan PIT, RIU3, 2nd PMFC, Bataan PIU, Abucay MPS, 302nd MC RMFB3, Bataan MARPSTA, Naval Intelligence Security Group–Northern Luzon (NISG-NL), RID3, 23SAC, 2SAB PNP SAF, 69IB, 72MICO, CIDG-PFU Bataan, and the 84th Infantry Battalion, Philippine Army, facilitated the disaffiliation activity at Camp PFC Cirilo S. Tolentino, Balanga City, Bataan.

"This success reflects the strong collaboration within Joint Regional Task Force 3 (JRTF 3) and Police Regional Office 3’s (PRO 3) steadfast commitment to bringing former rebels back into the fold of the law," said Police Brigadier General Jess B. Mendez, Regional Director of PRO 3 and Chairperson of the RTF-ELCAC 3 Technical Working Group. "Through active local engagement and strategic peace initiatives, our campaign for lasting peace in Central Luzon continues to gain momentum. PRO 3 and JRTF 3 remain firm in their commitment to protecting local communities and sustaining regional peace and security efforts."

ZERO MAJOR INCIDENT MARKS PEACEFUL UNDAS 2026 IN CENTRAL LUZON

Camp Olivas, City of San Fernando, Pampanga — Police Regional Office 3 (PRO3) recorded zero major incident during the observance of Undas 2026 across Central Luzon, marking a generally peaceful and orderly commemoration as thousands of families visited cemeteries, memorial parks, and columbaria throughout the region.

The peaceful observance reflected the heightened security posture implemented in line with the directives of Chief, Philippine National Police PGEN Jose Melencio C Nartatez Jr., emphasizing police visibility, public safety, and responsive service.

PRO3 deployed 13,497 police personnel, augmentation forces, advocacy groups, and force multipliers across the region, covering 688 cemeteries, memorial parks, and columbaria. Police Assistance Desks were also established in strategic areas, while personnel were positioned along major roads, transport terminals, and expressways to assist motorists and travelers.

Consistent with the JBM Patrol System, PRO3 also maximized the mobilization of advocacy groups and force multipliers to strengthen police visibility and community-based public safety efforts. A total of 2,387 were mobilized for traffic assistance, 2,721 at cemetery Police Assistance Desks, 230 at transportation hubs, 126 at tourist destinations, and 4,343 for visibility patrols.

As an added layer of operational oversight, members of the Command Group and Regional Staff conducted red teaming activities in their designated areas, assessing actual field conditions, checking personnel deployment and readiness, and identifying gaps that required immediate correction or reinforcement.

PRO3 Director PBGEN Jess B Mendez said the outcome reflected not only the readiness of police units but also the cooperation of local government units, partner agencies, force multipliers, and the public.

“Maintaining peace and order during an occasion as widely observed as Undas requires everyone to do their part. Our personnel remained visible and ready to assist, while the public responded positively to our safety reminders and security measures,” RD Mendez said.

He also reminded police commanders that the peaceful observance should not lead to complacency.

“Our responsibility does not end when the crowds leave the cemeteries or traffic returns to normal. The same level of readiness, discipline, and responsiveness must be carried into our daily police work,” he added.

Throughout the observance, PRO3 maintained close coordination with local government units and other concerned agencies to manage traffic, assist travelers, and immediately address public safety concerns.

Security deployment and police assistance operations will remain in place until November 3 to cover the expected return of travelers and ensure the continued safe movement of the public across Central Luzon.

The zero-incident outcome also underscored the value of sustained police visibility, command oversight, coordinated field operations, community participation under the JBM Patrol System, and public cooperation in keeping Central Luzon safe—not only during major occasions, but every day.

PRO3 ACCOUNTS FOR OVER 88,000 FI***RMS, POSTS 97.44% ADFER ACCOMPLISHMENT

CAMP CAPTAIN JULIAN OLIVAS, CITY OF SAN FERNANDO, PAMPANGA — Police Regional Office 3 (PRO3) has accounted for 88,047 fi****ms with expired registration across Central Luzon, posting a 97.44% accomplishment rate under its Accounting and Disposition of Fi****ms with Expired Registration (ADFER) campaign as of October 31, 2026.

Of the 90,217 fi****ms covered by the regional monitoring list, only 2,173 remain unaccounted for, largely due to difficulties in locating registered owners at their recorded addresses.

Under the leadership of PBGEN JESS B MENDEZ, Regional Director, PRO3 has accounted for 82,439 individually registered fi****ms out of 84,612, while all 5,605 fi****ms registered under juridical entities have been fully accounted for.

RD Mendez has directed police commanders to sustain their efforts in tracing registered owners whose recorded addresses could no longer be located or verified, while ensuring that fi****ms records are properly updated and reconciled.

The ADFER campaign involves identifying and accounting for fi****ms with expired registration, verifying their status, and facilitating compliance with applicable registration and disposition requirements.
The regional accomplishment supports the directives of PGEN JOSE MELENCIO C NARTATEZ JR, Chief, PNP, to strengthen fi****ms monitoring and accountability as part of the organization's crime prevention efforts.
PBGEN Mendez also reminded unit commanders to closely supervise the remaining accounting activities and ensure that all necessary verification and documentation are completed in accordance with existing regulations.
