Multi-Agency Human Trafficking Operation Leads to Arrests
VESTAVIA HILLS, Ala. — A coordinated human trafficking investigation conducted by the Vestavia Hills Police Department, in partnership with the Federal Bureau of Investigation (FBI) and other federal, state and local law enforcement agencies, has resulted in the arrest of nine individuals.
The operation focused on identifying and apprehending individuals using online platforms and communication channels to arrange meetings for the purpose of engaging in sexual activity with minors. During the investigation, suspects traveled to a predetermined location within the City of Vestavia Hills believing they would be meeting a minor for sexual acts.
As a result of the operation, Vestavia Hills Police Detectives obtained warrants and charged each of the following individuals with Traveling to Meet a Child for an Unlawful S*x Act and Child Solicitation:

• Darbin Alejandro Reyes
• Cesar Armando Lopez-Rodriguez
• Justin Scott Philpot
• Mohamad Firas Attar
• Felipe Eduardo Rodriguez Sarabia
• Joseph Brock Horton
• Moises Vasconselos Penate
• Terry Wayne Grammer
Additional arrests and charges may be forthcoming as the investigation remains active and ongoing.
The operation’s success was made possible through a collaborative effort from the Vestavia Hills Police Department, Homewood Police Department, FBI Birmingham Field Office, and the Alabama Law Enforcement Agency (ALEA). Working together, these agencies remain committed to identifying offenders, protecting victims in our communities.
