The Ministry of Civil Service wishes to clarify the interpretation of the statement regarding the proposed flexible working hours made at the standing committee on Foreign Affairs and Defence.

The reference to an โ€œ11:00am start timeโ€ by a local news agent was provided strictly as an illustrative example during discussions to demonstrate how flexible working arrangements could operate in practice. It should not be construed as a prescribed or standard reporting time for civil servants.

As mentioned by the Hon. Prime Minister, the Ministry has developed a Flexi Working Hour Framework. This framework allows Ministries to set flexible working conditions for Civil Servants that still ensure that service to the Public and all-round productivity is maintained in the context of their own operational arrangements.

The Framework allows Civil Servants to mitigate issues around traffic, employee wellbeing, childcare, etc.

As stated, this policy is being piloted, and formal guidance will be issued following the pilot and finalization of the framework.

The Fiji Learning Institute for Public Service proudly led the coordination and facilitation of over 25 civil servants from various Ministries and state agencies to participate in the Leaders LEAD Symposium 2026, aimed at strengthening leadership capability across the public service.

PUBLIC SERVICE ADVISORY

The Ministry of Civil Service, in consultation with the Ministry of Rural and Maritime Development and National Disaster Management, advises that all Civil Servants are to resume duties on Monday, 2 March 2026, with the following arrangements:

โ€ข Western Division:
Only essential services will resume duties.

โ€ข Northern, Eastern, and Central Divisions:
All Civil Servants are to resume duties as normal.

Permanent Secretaries are requested to ensure that these instructions are communicated clearly to all staff and that essential services in the Western Division remain fully operational.

๐’๐”๐•๐€ - The Fiji Government has appointed the head of a team to undertake the Functional Review of the Civil Service (FRCS) in line with the Governmentโ€™s commitment to Civil Service Reform contained in the Fiji National Development Plan 2025 โ€“ 2029 and Vision 2050.

The FRCS will assess capabilities in terms of staffing, organisational structures, processes and systems in Government Ministries, identifying overlaps, inefficiencies and capacity gaps. Drawing from the assessments, stakeholder consultations and other guidance, the review will provide recommendations on improvements needed to generate greater efficiencies, strengthened service quality, integrity and effectiveness.

Mr. Mosese Sikivou, an independent consultant, with more than 30 yearsโ€™ experience in Public Service governance, leadership, policy development, strategic planning and as well disaster risk management in Fiji and across the Pacific Islands region, has been appointed to lead the review.

Mr. Sikivou had previously served in Government from the mid-1980s to 2003 culminating in service as Permanent Secretary for the then Ministry of Regional Development. He was appointed by a selection committee following an open and competitive recruitment process.

Prime Minister and Minister for Civil Service Hon.Sitiveni Rabuka stated that Government recognizes the urgent need for Civil Service reform to ensure efficient and effective service delivery.

โ€œA modernized Civil Service will drive improved service delivery, stronger accountability and efficient use of resources while creating a culture of professionalism and public service excellence,โ€ Prime Minister Rabuka stated.

โ€œThis initiative, endorsed by Cabinet, focuses on evaluating the structure, operations and performance of the Civil Service,โ€ he adds.

The Functional Review of the Civil Service will be undertaken across the entire Civil Service, involving all Ministries.

Government has allocated $450,000 in the 2025โ€“2026 National Budget with additional funding support from the Government of Australia
