📢 PUBLIC NOTICE 📢
Flea Market Operations in General Santos City

The Business Permit and Licensing Division (BPLD) recognizes and commends our small and micro business owners for their vital role in driving the local economy. Your resilience and determination in building your businesses—especially amidst present challenges—are truly admirable.

The noticeable rise of flea markets across the city reflects not only your entrepreneurial spirit but also your confidence in our local government and the continued growth of our local markets.

In this regard, we would like to remind everyone that:

👉 All flea market organizers and participating stalls are required to secure a SPECIAL PERMIT from the City Government.

This requirement is not intended to hinder business activities, but rather an exercise of the City’s regulatory authority to ensure:
• Public safety and order
• Proper traffic and crowd management
• Protection of both vendors and the general public

📌 For clarity:
• Barangays do NOT have the authority to issue special permits for flea market operations.
• Any “special permit” or clearance issued by the barangay is only a prerequisite and shall not be considered as final approval.
• Only the City Government, through the Office of the City Mayor, has the authority to approve and authorize such activities.

📄 To secure a Special Permit, kindly submit a Letter Request addressed to the City Mayor, indicating the following:
• Location/area of the flea market
• Date and time of operation
• Traffic management and parking plan
• List of participating stalls (including names of owners)
• Indicative capital of each stall

⚠️ HEALTH CARD REQUIRED
Please present your Health Card (original and photocopy) when transacting with food-related merchants.

⚠️ Please be advised:
Organizers found operating without the required Special Permit may be called to appear before the proper authorities and may be issued a Show Cause Order for non-compliance.

We encourage all organizers and vendors to coordinate with the Business Permit and Licensing Division, which is always ready and willing to assist you throughout the process.

Let us continue working together to ensure that our businesses thrive in a safe, orderly, and sustainable environment.

Thank you for your cooperation.
