Following the recent electrical fluctuations experienced across the campus, the Electrical Services Section of UPMO promptly conducted a thorough inspection of the electrical lines and circuit protection systems. 🔌⚙️ Based on the assessment, no faults were identified within the campus’ main circuit protection. This indicates that the source of the fluctuations is external and likely originating from the Meralco power supply, which is beyond the University’s control. ⚠️
As of this time, the ERDB, FPRDI, and IRRI staff housing areas remain without power and are currently awaiting restoration by the Meralco technical team. 🏠🔧

2026 UPLB SANGHAYA RANK AND FILE EMPLOYEE
Mr. Jose T. Ogalesco, fondly known as Kuya Joe, has greatly improved the efficiency, reliability, and sustainability of the electrical power system at UPLB, despite managing a 568-hectare aging infrastructure with limited manpower. ⚡🏫
Through innovative solutions—such as dividing the campus power supply into three zones, installing insulated wires in tree-dense areas, and relocating vulnerable power lines—he significantly reduced power outages. These improvements ensured continuous electricity for classrooms, laboratories, and residences, while lowering maintenance costs and minimizing disruptions to research and daily campus life. 🔌🌳
Beyond technical work, Kuya Joe has shown exceptional dedication to service. Since 2006, he has served as an on-call responder during evenings, weekends, and holidays, restoring electricity quickly to keep the campus safe and functional. He also completed electrical works for the UP ACE Building after a contractor withdrew, saving the University ₱466,975.91, and helped relocate major power lines to support infrastructure projects while avoiding additional contractor costs. 💡💰
His team also conducts preventive maintenance, including tree clearing and emergency repairs, to protect the University’s power system. 🌿🛠️
Kuya Joe is equally committed to community service. Since 2010, he has volunteered as an electrician in Barangay Putho, participated in Red Cross Youth blood donation drives, supported barangay initiatives, and completed trainings in disaster preparedness, first aid, fire safety, and search and rescue. 🚑🤝
His excellence is reflected in three consecutive years of perfect performance ratings and several awards, including Most Outstanding UPMO Personnel (2018), UPLB Outstanding Administrative Personnel – Blue Collar Category (2019), and commendations for service during the COVID-19 pandemic and typhoon-related disasters. 🏆
Through innovation, dedication, and community engagement, Mr. Ogalesco continues to play a vital role in strengthening the operations and resilience of the University. 🌟

Pam has shown outstanding leadership and technical excellence over 13+ years at UPLB. ⚡🏫 As an electrical engineer, MEFPS designer, estimator, and construction oversight committee member, she has been instrumental in planning, implementing, and supervising key infrastructure projects that boost the University’s efficiency and sustainability. 🛠️🌱
Her notable projects include rehabilitating the 13.8kV overhead line (Phase III), restoring deep wells, conducting time studies on pump house overflow, and introducing innovative water conservation technologies. 💧⚡ These initiatives improved utility reliability, reduced resource waste, and ensured continuous service for academic, research, and residential activities. 📚🏠
As Section Chief of the Plumbing and Waterworks Service Section (PWSS), she leads a 26-member team with accountability, collaboration, and high performance, thriving in a traditionally male-dominated field. 👩🔧💪 Her leadership has strengthened the section’s efficiency and responsiveness to campus infrastructure needs.

⚡🔌 POWER INTERRUPTION NOTICE 🔌⚡
📅 15 February 2026 (Sunday) | 🕗 8:00 AM – 5:00 PM
The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), through its General Services Office, has scheduled a power interruption on Sunday, 15 February 2026, from 8:00 AM to 5:00 PM to facilitate the installation of a 150kVA Pad-Mounted Transformer at the SEARCA Residence Hotel 🏨⚙️. The planned activities include the de-energization and retirement of the existing 4160V line, removal of the old transformer inside the powerhouse and its disconnection from the main feeder line, termination of new 250mm² THHN wires from the 150kVA transformer, installation of a 15kV fuse cut-out and dressing of 60mm² power cable, termination/tapping to the existing 13.8kV line, and the conduct of grounding works 🔧⚡.
Affected areas include portions of the Lower Campus such as the UPLB Main Library 📚, DL Umali Auditorium 🎭, College of Veterinary Medicine 🐾, Obdulia F. Sison Hall 🏢, Ugnayan ng Pahinungod 🤝, YMCA, Ilang-Ilang Road, the UPLB Dormitory Complex (Men’s Dorm, Women’s Dorm, Vet Dorm, FNP Dorm, New Dorm, ATI-NTC Dorm, and International House) 🏠, and the SEARCA Hotel. The entire Upper Campus will also be affected, including the College of Forestry and Natural Resources 🌳 Complex, SEARCA Housing, Copeland Heights, and the UPCO Area.

Please be advised that the Manila Electric Railroad and Light Company (MERALCO) has scheduled a power service interruption tomorrow, Sunday, 08 February 2026, from 8:00 AM to 12:00 NN. This interruption will affect the entire UPLB campus.
The scheduled outage is necessary to allow MERALCO to conduct maintenance and testing activities at the NGCP UP Los Baños Substation during the morning.
UPMO Electrical Services Section will closely monitor the restoration of power and undertake all necessary measures to ensure the safety and reliability of campus power lines and facilities.
As a result, a water service interruption is also expected from 8:00 AM to 1:00 PM, to allow sufficient time for the pumphouses to restore adequate pressure within the water distribution system.
⏱️ Power service will be restored immediately upon completion of all planned activities.

GARBAGE COLLECTION SERVICE INTERRUPTION

Please be advised that due to unforeseen circumstances, our garbage collection service will be temporarily interrupted today, January 21, 2026.
Following a thorough inspection of our trucks, we identified the urgent need to check and, if necessary, replace critical components such as the clutch and brake assemblies 🚛🔧. While we are eager to continue providing our services without delay, the safety of our personnel and the community remains our top priority. Addressing these issues promptly will also help prevent more serious and costly equipment breakdowns in the future.
Rest assured that we are working diligently to resolve the matter and will resume garbage collection at the soonest possible time once all safety concerns have been fully addressed ♻️✅.

Please be informed that the Manila Electric Railroad and Light Company (MERALCO) has scheduled a power service interruption on Sunday, 11 January 2026, from 8:00 AM to 5:00 PM.

🔧 Purpose of the Power Interruption:
The scheduled outage is necessary to facilitate the following essential activities at the MERALCO – UP Los Baños Substation:
🛠️ Repair and preventive maintenance works
🧪 System testing activities
In coordination with MERALCO, the Electrical Services Section (ESS-UPMO) will utilize the same outage period to carry out critical electrical works, including:
🔩 Repair and replace of hot clamps and
🔌 Termination and tapping works on the 13.8kV line of the pole-mounted transformer located along Getulio B. Viado Street.
💦Consequently, water service interruption is also expected from 8:00am to 6:00pm to give enough time for our pumphouses to build up pressure in our waterlines.
⏱️ Power service will be restored immediately upon the completion of all planned works.

Please be advised of a temporary water supply interruption affecting UPLB Lower Campus and selected areas of the Upper Campus, including:

This interruption is due to the repair and replacement of a damaged 6” cast iron (CI) pipe at Pumphouse #4 🛠️. To facilitate the work, Pumphouse #4 will be temporarily shut down. PWSS-UPMO will work diligently to restore water service promptly.

This year’s Christmas display lighting ceremony shone with extra brilliance as it featured a stunning fashion show celebrating abaca textile—one of the Philippines’ treasured indigenous materials. The runway became a tapestry of culture, artistry, and pride. 👗🌾
The night grew even more magical as Neocolors filled the campus with music, serenading the crowd and adding warmth to the festive atmosphere. 🎶💫

Please be informed that, due to a ruptured 8-inch PVC mainline located behind Pumphouse No. 4, the entire UPLB Lower Campus will experience reduced to no water supply during the specified period. The aged PVC mainline unexpectedly burst, requiring the Plumbing and Waterworks Services Section (PWSS) to shut down the valves of Pumphouse No. 4 to carry out the necessary repair procedures. 🔧💧
Rest assured that the PWSS-UPMO team is working diligently to restore normal water service as promptly and efficiently as possible. We appreciate your patience, understanding, and cooperation during this essential maintenance activity. 🙏💼
