Manila, Philippines โ The Bureau of Local Government Finance (BLGF) proudly joined the nation in celebrating the 2026 National Womenโs Month, reaffirming its commitment to advancing gender equality, womenโs empowerment, and mainstreaming Gender and Development (GAD) initiatives in local finance policies and programs.
In solidarity with , BLGF officials and employees gathered at the BLGF Central Office wearing purple shirts, symbolizing their support for womenโs rights and gender inclusivity on March 19, 2026.
The BLGF Gender and Development Focal Point System (GFPS) is leading a series of activities for the 2026 National Womenโs Month Celebration (NWMC) in line with BLGF Bureau Order No. 068.2026 dated February 17, 2026, which enjoins all BLGF Central and Regional Office officials and employees to actively participate throughout March.
This yearโs NWMC carries the sub-theme: โLead like the Babaylans, Filipinas!โ, emphasizing womenโs leadership as a fundamental part of Filipino identity, highlighting the distinguished leadership qualities of Babaylans in pre-colonial Philippines that are revered to until today. This is in accordance with the Philippine Commission on Women (PCW) Memorandum Circular No. 2026-02, issued on January 29, 2026, and the Department of Finance (DOF) Memorandum, dated March 5, 2026.

The Bureau of Local Government Finance (BLGF), led by Executive Director Consolacion Q. Agcaoili, successfully conducted system integration testing of the Real Property Information System (RPIS) and Computer-Aided Mass Appraisal (CAMA) with Geographic Information System (GIS) for the Province of Siquijor and the Municipality of San Juan, one of the prototype LGUs under the Local Governance Reform Project (LGRP), on March 9-13, 2026.
Witnessed by Provincial and Municipal officialsโincluding Provincial Governor Jake Vincent S. Villa, Provincial Assessor Wayne Wesley B. Bation, Provincial Treasurer Francis S. Vios, Municipal Assessor Lucille V. Orlina, and Municipal Treasurer Emma P. Balacy - the activity was facilitated by BLGFโs team: Regional Director Gerry A. Avorque; Acting AFMS Director and Component 2 Team Lead Grace Louie M. Boongaling; Chief, Local Assessment Operations Division and Component 3 Team Lead Atty. Neil A. Lamban; and Chief, Information Systems Management Division and Component 2 Assistant Team Lead Francis Jordan R. Arboโtogether with system developers and consultants from ePLDT and Amellar Solutions, Inc.
RPIS and CAMA with GIS are being developed under Republic Act No. 12001 (Real Property Valuation and Assessment Reform Act, RPVARA) to modernize, standardize, and streamline property valuation and taxation. Siquijor and San Juan are the first LGUs to complete manual integration with RPIS and CAMA with GISโan important step toward fairer, more transparent, and data-driven valuation services.

Cebu City โ BLGF started the rollout and training for the Philippine Valuation Standards (PVS) 3rd Edition 2025, in Cebu City, February 9-13, 2026, targeting local assessors and assistant assessors. 1st Batch is composed of Regions V, VII, IX, XII, CARAGA, and BARMM.
BLGF Executive Director Ching Q. Agcaoili emphasized the importance of the PVS in implementing the Real Property Valuation and Assessment Reform Act, aligning with international standards for fair and effective property valuation.
The PVS 3rd Edition 2025 is prescribed by DOF Department Order No. 022-2025.

Iloilo City โ The Bureau of Local Government Finance (BLGF), headed by Executive Director Ms. Consolacion Q. Agcaoili, successfully led the system integration testing of the Real Property Information System (RPIS) and Computer-Aided Mass Appraisal (CAMA) with Geographic Information System (GIS) for the Province of Iloilo, witnessed by Provincial Governor Arthur Defensor, Jr., Provincial Assessor Rema E. Calderon, and BLGF Western Visayas personnel, held on January 28 โ 30, 2026. The system integration was conducted by technical personnel from the Local Assessment Operations Division (LAOD) and Information Systems Management Division (ISMD), and system developers and consultants from ePLDT and Amellar Solutions, Inc.
The RPIS and CAMA with GIS are systems mandated to be developed per the implementation of the Republic Act (RA) No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act (RPVARA), which aims to modernize, standardize, and streamline property valuation and taxation.
The Province of Iloilo is the first local government unit in the country to be integrated with the RPIS and CAMA with GIS, which is envisioned to provide fairer and more transparent property valuation services in the LGU.
