Blue Envelope Program Helps Communicate Special Needs.
To help the Pennsylvania State Police (PSP) better communicate with drivers with sensory needs or communications issues, the PSP launched the Blue Envelope Program. It aims to enhance communication support for drivers with disabilities. A clearly recognizable blue envelope, which is stored in the car, holds essential documents like the individuals’ driver’s license, vehicle registration and proof of insurance, as well as emergency contact information and notes on any conditions the driver may have that could affect communication or other behavior. By identifying communication barriers and improving information provided to law enforcement, traffic stops can move more smoothly. Like the Yellow Dot Program I championed several years ago to help emergency responders identify drivers with certain medical conditions and quickly administer aid, the Blue Envelope Program also aims to avoid delays in providing appropriate assistance.
