𝐂𝐀𝐋𝐋 𝐅𝐎𝐑 𝐒𝐔𝐁𝐌𝐈𝐒𝐒𝐈𝐎𝐍𝐒!!

𝐌𝐄𝐂𝐇𝐀𝐍𝐈𝐂𝐒 𝐀𝐍𝐃 𝐆𝐔𝐈𝐃𝐄𝐋𝐈𝐍𝐄𝐒:

1. Produce a short video that showcases Davao City’s core principles—“Kini ang Dabaw”

The video may feature one or more of the values listed below:

• Asenso para sa tanan
• Nagkahiusa ang matag pamilya
• Ginoo ang sentro sa tanan
• Disiplinado ang Katawhan
• Aktibo ang kabatan-onan
• Balaod nga patas sa tanan
• Ang droga ug krimen atong kalaban
• Wala’y diskriminasyon sa tinuohan

2. This contest is open to all video-savvy residents of Davao City—with a special call for student filmmakers, particularly those in senior high school and college.

Participants must submit a proof of identification showing Davao City as their residence such as: company ID, school ID, any government-issued ID, Barangay Certificate, proof of billing, or any similar document reflecting Davao City as address. Failure to provide proof of residence shall lead to the participant’s disqualification.

3. The competition is FREE with no registration fee required.
4. All entries should have been created from May 29 to June 29, 2026 and should be based on the theme: “𝐃𝐄𝐒𝐓𝐈𝐍𝐀𝐓𝐈𝐎𝐍: 𝐃𝐀𝐕𝐀𝐎 𝟐𝟎𝟐𝟔 #𝐊𝐢𝐧𝐢𝐀𝐍𝐆𝐃𝐀𝐁𝐀𝐖”
5. Only one (1) entry per participant/team is allowed.
6. All entries must be submitted in the following format:

a. All entries should start with a 3-second black screen and end with a 5-second title screen that would include the following:

• City Government of Davao logo
• Text: DESTINATION: DAVAO 2025
• “Title of the Video”
• Name of the Production Team (for groups) or Producer/Director’s Name (for individual)
b. The length of the video should not be shorter than one minute and should not exceed three minutes.
c. All entries must be submitted in a digital format with a minimum resolution size of 1280x720 up to 4k maximum quality.
d. Acceptable formats include: MP4, MOV, AVI, WMV, MPG.

7. Entries must be the original work, owned and recorded by the participant and must not have been used and/or entered in any other contest or published in any media and posted online for whatever purpose, prior to the start and during the competition.
8. AVOID PROLONGED EXPOSURE OF A PARTICULAR PRODUCT. Prolonged exposure
of brands and establishments in the video is not allowed. Name brands can appear in the video provided that they are not blatantly promoted.
9. Entries with video clips taken OUTSIDE DAVAO CITY will be automatically disqualified.
10. Entries with video clips that are in violation to any laws and ordinances of the city will be automatically disqualified.
11. All costs of the production of the film will be borne by the participant.
12. It shall be the participant’s responsibility to seek permission in the use of the name, images, sound, and video recordings of all the persons/entities recognizable in the video.
13. No copyrighted materials (music, images, etc.) or trademarks may be used unless the participant owns the copyright or has a license to use the material for this contest.
14. The organizers of the competition do not assume any responsibility for any violation of intellectual property by any participant.
15. By submitting an entry to this competition, the participant agrees to the rules and regulations of the contest. The City Government of Davao reserves the right to publish or display any entry (in whole or part), winning or non-winning, for promotional purposes, with due acknowledgement of the original owner of the video. Such right to use is royalty-free and no payment is, or shall be due to the participant.
16. The organizers reserve the right to amend the contest rules as it deems fit, without prior notice.

17. The decision of the judges is final. However, violation to any of the aforementioned rules and/or non-compliance of the same shall be a ground for automatic disqualification.
18. Finalists will be qualified as candidates for the Special Distinction Award.

19. SUBMISSION:
Participants are required to submit the following.
a. Duly accomplished Registration Form
b. Scanned copy of proof of residence in Davao City such as: Company ID, School ID, any government-issued ID, Barangay Certificate, proof of billing, or any similar document reflecting a Davao City address.
c. Final exported video in digital format (Refer to item 6)
d. Exported video with ambience and sound bites only – without musical scoring and graphics

All submitted photos of the entrants shall be placed inside a long, brown envelope with a photocopy of the participant’s proof of residency in Davao City inside (Company ID, School ID, Government-issued ID, Brgy Certification, Proof of Billing, or any similar document reflecting a Davao City address). The envelope should also be labeled with the participant’s name.

1. The competition is 𝗙𝗥𝗘𝗘 to enter with no registration fee required.

2. Open to all interested photographers (professionals, hobbyists, phone photographers) who are residents of Davao City.
Participants must submit PROOF OF IDENTIFICATION showing Davao City as their residence, such as, but not limited to, School ID, government-issued ID, barangay certification, proof of billing, or any similar document reflecting their address. 8. All entries can only be processed using global methods. Only cropping, minor burning, dodging, and color correction are acceptable. Watermarks, borders, high dynamic range images (HDR), and stitched panorama are not allowed. Over-processed photo entries shall be disqualified automatically.

9. It shall be the participant’s responsibility to seek permission for the use of the images of all persons/entities who are recognizable in the photos.

10. The organizers of the competition do not assume any responsibility for any violation of intellectual property laws by any participant.

11. Submission of an entry signifies the acceptance of the rules and regulations of the contest. 15. By entering the competition, the participant agrees and acknowledges that the City Information Office (CIO) is permitted to receive their registration data. All personal information will be used in accordance with CIO’s privacy policy.

16. The top finalists will be announced at the Hulagway sa Davao page before the Final and Actual Judging.

17. Participants with shortlisted photo entry/ies are required to submit hardcopy/ies of the photos with photo entry forms pasted at the back.

18. Printed proof of residency and accomplished registration form are required to be submitted along with the hard copy/ies of the photos.

JUDGING:

20. During the final and actual judging, the judges will base their decision on the following criteria:

• Composition – 30%
• Originality – 30%
• Creativity – 30%
• Relevance to the Theme – 10%

21. Decision of the judges and the City Information Office is final and no negotiation will be entered into with respect to any such decision.

22. These are the prizes at stake:
First Place - 40,000 cash prize plus certificate and trophy
Second Place - 30,000 cash prize plus certificate and trophy
Third Place - 20,000 cash prize plus certificate and trophy
Special Distinction Award - 15,000 cash prize plus certificate and trophy

1. 𝗠𝗲𝗱𝗶𝗮/𝗛𝗼𝗯𝗯𝘆𝗶𝘀𝘁 ID pass for the 89th Araw sa Dabaw 2026 coverage are available at the 𝗖𝗜𝗢 𝗥𝗢𝗢𝗙𝗧𝗢𝗣 𝗢𝗙𝗙𝗜𝗖𝗘, City Hall of Davao starting 𝗙𝗲𝗯𝗿𝘂𝗮𝗿𝘆 𝟮𝟯, 𝟮𝟬𝟮𝟲, 𝟵𝗔𝗠 𝘁𝗼 𝟰𝗣𝗠 𝗢𝗡𝗟𝗬.

To acquire passes, one must bring copy of identification card (ID) upon claiming their ID pass, and sign a roster before claiming their ID.

2. The ID will serve as their identification for security and safety purposes.

3. The ID DOES NOT serve as an all-access pass to 89th Araw sa Dabaw 2026 events.

Access to the sticker holder is limited only to the area allowed by the organizers of
each event.

4. Participants should show their ID and submit to a security check whenever they are asked to do so.

1. Please submit a printed copy or printed copies (MATTE) (specs: 8x12 in) of the photo/s in any orientation. Hard copy entries should be accompanied with PHOTO ENTRY FORMS.

2. All submitted photos of the entrants shall be placed inside a long, brown envelope with a photocopy of the participant’s proof of residency in Davao City inside (Company ID, School ID, Government-issued ID, Brgy Certification, Proof of Billing, or any similar document reflecting a Davao City address). The envelope should also be labeled with the participant’s name.

3. Submit your entries at the City Information Office, Room 18, 2nd Floor, City Hall of Davao ON or BEFORE 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫 𝟏𝟗, 𝟐𝟎𝟐𝟓, 𝟏𝟐:𝟎𝟎 𝐏𝐌.

REMINDERS:

1. The competition is 𝐅𝐑𝐄𝐄 with no registration fee required.�

2. Open to all interested photographers (professionals, hobbyists, phone photographers) who are residents of Davao City.

Participants 𝐦𝐮𝐬𝐭 𝐬𝐮𝐛𝐦𝐢𝐭 proof of identification showing Davao City as their residence, such as, but not limited to: school ID, government-issued ID, Barangay Certification, proof of billing or any similar document reflecting their address. 𝐅𝐚𝐢𝐥𝐮𝐫𝐞 𝐭𝐨 𝐩𝐫𝐨𝐯𝐢𝐝𝐞 𝐩𝐫𝐨𝐨𝐟 𝐨𝐟 𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐜𝐞 𝐰𝐢𝐥𝐥 𝐥𝐞𝐚𝐝 𝐭𝐨 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐧𝐭’𝐬 𝐝𝐢𝐬𝐪𝐮𝐚𝐥𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧.

3. All entries should have been taken from 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟐𝟕, 𝟐𝟎𝟐𝟓 𝐭𝐨 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫 𝟏𝟔, 𝟐𝟎𝟐𝟓, and should be based on the Categories outlined in item 4.

4. Hulagway sa Pasko Fiesta Categories:

• 𝐊𝐀𝐇𝐀𝐘𝐀𝐆 (photos taken during the Dan-Ag sa Davao ug Pag-abli sa Pasko)
• 𝐊𝐀𝐋𝐈𝐍𝐆𝐀𝐖𝐀𝐍 (photos taken during the Perya sa Pasko Fiesta, Pasko Fiesta Food and Market Bazaar)
• 𝐃𝐔𝐘𝐎𝐆 𝐒𝐀 𝐏𝐀𝐒𝐊𝐎 (photos taken during Panayegon sa City Hall, Koro sa Pasko)
• 𝐅𝐈𝐄𝐒𝐓𝐀 (photos taken during the Banda Dasig ug Parada sa Pasko)

𝐍𝐨𝐭𝐞: Please refer to the 𝐏𝐚𝐬𝐤𝐨 𝐅𝐢𝐞𝐬𝐭𝐚 𝐬𝐚 𝐃𝐚𝐯𝐚𝐨 𝐂𝐚𝐥𝐞𝐧𝐝𝐚𝐫 𝐨𝐟 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬 for the dates and venues of the official activities at the Official page of Pasko Fiesta sa Davao.

5. Entries must be the original work and owned by the participant and must not have been used and/or entered in any other contest or published in any media and posted online for whatever purpose, prior to the start and during the competition.

6. TO QUALIFY, a participant must submit at least one (1) entry per category. Participant may submit a maximum of two (2) entries per category only.

7. TO JOIN, participants must submit their high-quality photographs in portrait or landscape format at the official Hulagway sa Davao email: [email protected]. This will be submitted along with the softcopy of the proof of residency.

9. It shall be the participants’ responsibility to seek permission in the use of the images of all persons/entities who are recognizable in the photos.

10. The organizers of the competition do not assume any responsibility for any violation of intellectual property laws by any participant.

11. Submission of an entry signifies the acceptance of the rules and regulations of the contest. The City Government of Davao reserves the right to publish or display any entry (in whole or part), winning or non-winning, for promotional purposes, with due acknowledgement of the original owner of the photos. Such right to use is royalty-free and no payment is, or shall be due to the participant.

12. The organizers reserve the right to amend the contest rules as it deems fit, without prior notice.

13. Decision of the judges is final. However, violation of any above-stated rules and/or non-compliance of the same shall be a ground for automatic disqualification.

14. Deadline: Photo entries may be submitted until December 17, 2024.

𝐍𝐎𝐓𝐄: Hulagway sa Davao will only accept entries submitted through email with complete details.

15. By entering the competition, the participant agrees and acknowledges that the City Information Office (CIO) is permitted to receive their registration data. All personal information will be used in accordance with CIO’s privacy policy.

16. The top finalists will be announced at the Hulagway sa Davao page before the Final and Actual Judging.

17. Participants with shortlisted photo entry/ies are required to submit hardcopy/ies of the photos with photo entry forms pasted at the back.

18. Printed proof of residency and accomplished registration form are required to be submitted along with the hard copy/ies of the photos.

20. During the final and actual judging, the judges will base their decision on the following criteria:
• Composition – 30%
• Originality – 30%
• Creativity – 30%
• Relevance to the Theme – 10%

21. Decision of the judges and the City Information Office is final and no negotiation will be entered into with respect to any such decision.
