Delegation of the European Union to the Philippines

The Manila Delegation is a fully-fledged diplomatic mission and has the task to officially represent the European Union in the country. It plays an essential part in its political, economic and commercial relations with the country and provides information on the policies and institutions of the EU. The Delegation also plays a crucial role in supervising the implementation of EU co-operation programmes in the Philippines a role that is steadily increasing in line with the deconcentration of co-operation activities from Headquarters to Delegations foreseen in the reform of the management of the EU's external assistance. The Delegations serve EU interests as a whole in 123 countries throughout the world, and at five centers of international organizations (OECD, OSCE, UN,WTO). The Delegation works closely with the diplomatic missions of the EU Member States, serving as a venue for meetings and press conferences that involve the EU as a whole, acting as the contact point for joint cultural initiatives, and offering the Member States resources for specific information such as EU market access to the Philippines. The Head of the Delegation is formally accredited as the official representative of the European Union to the Government of the Philippines and is referred to as His Excellency, Ambassador and Head of the Delegation of the European Union to the Philippines. The Delegation was officially opened in October 1990 following the influx of official development assistance to the country after democracy was restored under the Aquino administration in 1986. Since then, the Delegation has essentially been the information nerve center in the Philippines, keeping EU headquarters in Brussels aware of local developments and serving as the natural point of contact between the EU and Philippine officials. The Delegation has five sections: Contracts and Finance, Operations, Economic/Political/Trade, Public Affairs and Administration. Although it has the status of a diplomatic mission, it does not deal with tasks of a consular nature (like issuing visas or providing tourist information, which are dealt with by the EU Member State Embassies) and instead functions as an official channel of bilateral relations, be it political, development, economic or cultural.

🇪🇺 Bringing human rights closer to people, one city at a time!

EU Ambassador Massimo Santoro took part in the 2nd Regional Forum on Human Rights Cities in ASEAN, taking place in Makati on 3–4 November.

Joining the opening ceremony were Philippine Undersecretary for Foreign Affairs Leo M. Herrera-Lim, Makati Mayor Nancy Binay-Angeles, Thailand’s Representative to the ASEAN Intergovernmental Commission on Human Rights, Dr Bhanubhatra Jittiang, Dr Bernadia Irawati Tjandradewi, Secretary-General of United Cities and Local Governments Asia-Pacific, among others.

The EU-supported forum brings together local governments, civil society and regional partners to explore how human rights can shape everyday decisions, from city budgets and public services to meaningful participation in local governance.

“Human rights must be realised where people live,” Ambassador Santoro stressed, highlighting the importance of women’s leadership, inclusive services and ensuring that underrepresented communities have a voice.

Building on the first forum in Bangkok, the EU continues to work with the ASEAN Intergovernmental Commission on Human Rights and its partners to exchange practical experience and strengthen cooperation between ASEAN and European cities.

🇪🇺🤝🇵🇭 Strengthening our partnership for human rights and the rule of law!

EU Ambassador Massimo Santoro met with Richard Paat Palpal-latoc, Chairperson of the Commission on Human Rights (CHR), to discuss our longstanding cooperation in promoting human rights, democracy and access to justice in the Philippines.

Building on the EU–Philippines Enhanced Partnership, the meeting highlighted shared priorities, including accountability, the protection of journalists and human rights defenders, and stronger safeguards for vulnerable communities.

Through initiatives such as the EU-funded Governance in Justice (GOJUST) programme, the EU continues to support stronger institutions, improved access to justice and the protection of fundamental rights across the Philippines.

Together, the EU and CHR remain committed to advancing a more inclusive and rights-based society where justice and human dignity are protected for all.

🇪🇺🇵🇭 Advancing EU–Philippines cooperation on maritime security and regional stability.

EU Ambassador Massimo Santoro met with Philippine Coast Guard (PCG) Commandant, Admiral Rommel Supangan, accompanied by RAdm. Jay Tarriela, Commodore Nelson Timbang and Commodore Noemi Cayabyab, to strengthen dialogue on maritime issues of mutual interest.

The Philippines and the EU share a strong interest in upholding international law, safeguarding maritime security and ensuring a peaceful, stable and rules-based maritime order. Continued engagement with Philippine maritime leaders is essential to advancing these shared priorities and deepening the EU–Philippines partnership.

🇪🇺 Building a peaceful, resilient and prosperous Mindanao!

The European Union was pleased to take part in the 5th Mindanao Development Forum, organized by the Mindanao Development Authority, a key platform for dialogue on peace, development, investment and trade across the region.

As the Philippines reaches the Upper-Middle-Income Country status, the EU remains a committed partner in supporting inclusive and sustainable development in Mindanao and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

During the forum, EU Ambassador Massimo Santoro reflected on how the EU’s support to the region has evolved, highlighting the importance of working hand in hand with national and local authorities, civil society, the private sector and communities.

Together, these partnerships aim to expand opportunities for all, particularly women, young people and vulnerable groups, while promoting sustainable investment and stronger connections to regional and global markets.

🇪🇺🇵🇭 Better training, stronger skills and more opportunities for Filipino seafarers.

The EU and the Philippines are working to strengthen maritime cooperation and support a more competitive, sustainable maritime sector that responds to industry needs and creates opportunities for Filipino seafarers.

EU Ambassador Massimo Santoro recently joined Philippine government and private sector stakeholders in engagements to advance this shared goal.

He attended the Second Steering Committee Meeting of the EU Technical Assistance Project for the Philippines under the EU–ASEAN Sustainable Connectivity Package (SCOPE), co-chaired by MARINA and the EU. The meeting highlighted strong support for deepening EU–Philippines maritime cooperation.

The partnership was also the focus of a dinner hosted by Gerardo “Dito” Borromeo with the MARINA Multi-Sectoral Governance Council, bringing private sector representatives together with Fotini Ioannidou, Director for Waterborne Transport at the European Commission, to exchange views on the future of maritime cooperation.

Through continued dialogue between government, industry and European partners, the EU and the Philippines aim to strengthen the maritime sector and support Filipino seafarers.

Today, the launch of the EU–Philippines AI Industry Lab marks a new milestone in advancing the EU–Philippines Enhanced Partnership, bringing European and Filipino businesses, MSMEs and innovators closer together to drive cooperation on AI infrastructure, policy and skills development.

The initiative will help turn AI research into practical solutions, promote responsible AI adoption and create new opportunities for technology transfer, investment and innovation.

🤝 As part of the EU’s €40 million (approximately PHP 2.85 billion) digital cooperation with the Philippines under the Global Gateway strategy, the Lab reflects a shared commitment to building a human-centric, trustworthy and inclusive AI ecosystem that benefits businesses and people on both sides.

On his second visit to Cagayan de Oro this year, EU Ambassador Massimo Santoro met with Mayor Rolando Uy to discuss progress on the city’s investment agenda under the EU-Philippines Green Economy Partnership.

He also visited the Port of Cagayan de Oro with the Philippine Ports Authority, exploring the role of this vital gateway to Northern Mindanao in supporting the region’s economic growth and connectivity.

Through Global Gateway, the EU continues to support sustainable growth and new opportunities for the Philippines.

The EU is supporting a greener future for Mindanao through Global Gateway! 🇪🇺

EU Ambassador Massimo Santoro witnessed the signing of an MoU between the City Government of Iligan and the National PPP Centre, paving the way for an EU-funded feasibility study for a circular economy public-private partnership under the EU-Philippines Green Economy Partnership.

Building on the strong local investment agenda championed by Mayor Siao and Vice-Mayor Uy, this initiative aims to advance greener growth and create new opportunities for Iligan and Mindanao.
