The Teacher Education Council convened its First Council Meeting for 2026, setting the tone for a year focused on action, alignment, and impact in teacher education. The meeting served as a strategic platform to assess progress, strengthen flagship programs, and ensure that incentives, research, and policy directions remain responsive to the evolving needs of aspiring teachers, teacher educators, and institutions nationwide.
The Councilโs discussions reflected a shared commitment to building a stronger teacher education ecosystem that values excellence, supports innovation, and uses data and global insights to inform local solutions. As TEC continues to advance the Teacher Education Roadmap 2035, this meeting reaffirmed its role in shaping a future-ready teaching workforce that can meaningfully respond to the needs of Filipino learners and communities alike.

In its inaugural year, the Teacher Education Scholarship Program (TESP) will support at least 720 scholars nationwide pursuing priority specializations in Early Childhood Education, Special Needs Education, and Values Education.
With a funding allocation of P103.32 million, the program will be implemented through Teacher Education Centers of Excellence, with the CHED-UniFAST Board overseeing fund disbursement.

The Teacher Education Council (TEC) recognized 13 distinguished Teacher Education Institutions (TEIs) that embody the highest standards of excellence in teacher education. As exemplars of academic distinction, innovation, and institutional leadership, these institutions set the bar for excellence in teacher education and help define the direction of the teaching profession in the Philippines.
Their designation as Teacher Education Centers of Excellence signifies not only the attainment of the highest standards of quality, but also a mandate to lead, inspire, and contribute to the continuous advancement of teacher education in the Philippines.
Beyond recognition, these Centers of Excellence play a vital role in strengthening the broader teacher education landscape. As partners of the TEC, these TEIs carry forward their commitment to leveraging excellence in teacher education through leadership, collaboration, and the exchange of knowledge and best practices.
Anchored on Sections 5 and 6 of Republic Act No. 11713, or the Excellence in Teacher Education Act of 2022, these institutions have demonstrated exceptional achievement across the core pillars of faculty qualification, student and graduate attributes, instruction, research, facilities, student development, teacher preparation, and community engagement.
The designation of these Centers of Excellence was approved by the members of the Council upon the recommendation of the TEC Secretariat during the First Council Meeting for 2026 last June 3 at the Professional Regulation Commission-NCR Office in Quezon City.

Data from Teacher Education Council's (TEC) latest analysis reveal notable disparities in Board Licensure Examination for Professional Teachers (BLEP) passing rates among Local Universities and Colleges (LUCs) across different (Local Government Unit) LGU income classifications.
Findings show that LUCs located in lower-income municipalities generally record lower BLEPT passing rates compared with those in higher-income cities, with the widest gaps observed among 2nd Class Municipalities. Similar trends were also seen among 1st and 3rd Class Municipalities in both Elementary and Secondary BLEPT results.
These patterns suggest that differences in local funding capacity, educational resources, and institutional support may significantly affect teacher licensure outcomes. Strengthening investments in LUCs, particularly in financially constrained LGUs, can help improve faculty development, review support systems, and the overall preparedness of aspiring teachers for the BLEPT.
