PSAFP Marks 21st Anniversary with Sportsfest 2026 The Procurement Service, AFP proudly celebrates its 21st Anniversary today with a series of exciting and energizing activities through the PSAFP Sportsfest! 🎉💪

Four (4) dynamic team colors—White Team, Gray Team, Blue Team, and Green Team—came together to showcase not only their strength and endurance, but also camaraderie, teamwork, and sportsmanship throughout the events.

Spotlight of the events were guest players from the AFP Reservists. Among the reservist who participated in the games were Sgt Khimo Goemon C Gumatay PAF (Res),
Sgt John Vic De Guzman PAF (Res), MU1 Ernani Lazaro M Cuenco Jr PN (Res) and Sgt Stephanie Sol PAF (Res).

Shooting the Breeze and Catching up with the CGPA

On 09 April 2026, COL CRISANTO G PRADO PA (MNSA), Commander, Procurement Service, AFP and party, paid a courtesy call to LTGEN ANTONIO G NAFARRETE PA, Commanding General, Philippine Army (CGPA).

The activity was highlighted by PSAFP’s talking points on effects of the US-Israel war with Iran in Philippine Army procurement projects, shifting from the use of PhiGEPs 1.5 to its 2.0 version, Best Practices in procurement and enhancing competency of procurement practitioners through various training such as Public Procurement Specialist Certification Course and Procurement Managemnet Officers Course. Commander, PSAFP also thanked the CGPA for its continuous support to PSAFP subordinate units in the performance of its mandate.

The courtesy call was preceded by a visit to Philippine Army Procurement Center under Col Charlie Teria PA (GSC).

A Donning and Pinning of Ranks Ceremony for newly promoted personnel was successfully conducted last 17 March 2026 at the PSAFP Lobby. The meaningful event marked another significant milestone in the professional careers of the promotees, recognizing their dedication, competence, and unwavering commitment to service.
The ceremony was presided over by COL CRISANTO G PRADO PA (MNSA), who personally led the donning and pinning of ranks. In his message, he congratulated the promotees for earning their well-deserved advancement and underscored that promotion is not only a recognition of past performance but also a call to embrace greater responsibilities, leadership roles, and accountability. He further encouraged them to remain steadfast in upholding the highest standards of discipline, integrity, and excellence in the performance of their duties.

On 19 February 2026, the Procurement Service, Armed Forces of the Philippines (PSAFP), held its Change of Command Ceremony at Tejeros Hall, AFPCOC — a momentous occasion marked by honor, gratitude, and renewed commitment to service.
The ceremony was presided over by LTGEN JIMMY D LARIDA PN (M), whose presence underscored the significance of the occasion and ensured a smooth and dignified transition of leadership. The activity formally marked the relinquishment of command by BGEN GEORGE P CABREROS PA and the assumption of command by COL CRISANTO G PRADO PA (MNSA).
After years of dedicated and exemplary service, BGEN CABREROS officially retired from the military profession, leaving behind a legacy of integrity, professionalism, and steadfast leadership.
His tenure in the Procurement Service AFP was characterized by strengthened systems, transparent processes, and an unwavering commitment to excellence in public service. Under his guidance, the organization upheld the highest standards of accountability in support of the mission of the Armed Forces of the Philippines. The men and women of PSAFP extend their deepest gratitude for his invaluable contributions and inspiring leadership.
Taking the helm is COL PRADO, whose experience, competence, and strategic vision are expected to further advance the mission of the Procurement Service AFP. HONORING LEADERSHIP | TESTIMONIAL REVIEW

A Testimonial Review was successfully conducted last 30 January 2026, in honor of BRIGADIER GENERAL GEORGE P CABREROS PA, together with nine (9) other distinguished high-ranking officials of the Armed Forces of the Philippines, all proud alumni of the Philippine Military Academy.

The ceremony recognized their exemplary service, steadfast leadership, and invaluable contributions to national defense and public service. Beyond recognition, the activity served as a powerful source of inspiration for the Corps of Cadets, as the honorees shared insights from their cadetship and leadership journeys shaped by PMA’s traditions of Honor, Duty, and Excellence.

The event reinforced the enduring bond between PMA and its alumni, strengthened camaraderie across generations, and highlighted the Academy’s legacy of producing principled and competent military leaders.

COMMANDER PSAFP ADDRESSES PROCUREMENT BOTTLENECKS DURING FIELD VISIT TO 301ST CONTRACTING OFFICE

PORO POINT, SAN FERNANDO CITY, LA UNION – Moving from policy to field ex*****on, BRIGADIER GENERAL GEORGE P CABREROS PA, Commander, Procurement Service, Armed Forces of the Philippines (PSAFP), conducted an official visit to the 301st Contracting Office in Poro Point, San Fernando City, La Union on 19 January 2026.

The Commander began the day with a courtesy call to the Commander, Naval Forces Northern Luzon, represented by COLONEL SANTOS PN(M), at Naval Station Ernesto Ogbinar. The dialogue focused on identifying and resolving specific acquisition and financial bottlenecks within the naval command.

During the discussion, BGEN CABREROS highlighted proactive measures to streamline the procurement pipeline, focusing on enhancing the accuracy of Unit Procurement Requests (UPR) and ensuring a seamless transition for payment signatories during leadership changes. He encouraged a collaborative approach between end-users and the Accounting Office to ensure documentation is complete for the prompt issuance of NTAs, while optimizing the consolidation of transactions for audit to expedite supplier payments and maintain strong vendor relationships.

The Commander proceeded to Wallace Air Station to meet with the leadership of the 580th Aircraft Control and Warning Center (580th ACWC). The consultation centered on the operational challenges and the necessary adjustments required under RA 12009, the New Government Procurement Act (NGPA).

The visit concluded at the 301st Contracting Office, led by MAJOR JESSIE S LOPEZ (QMS) PA, where the Commander personally observed the unit's day-to-day operations and administrative setup. During his engagement with the personnel, BGEN CABREROS provided direct guidance on managing intricate contracting tasks and underscored the importance of fostering a strong partnership and collaboration with all catered units. He instructed the staff to function as dedicated technical partners, emphasizing that proactive assistance in documentary compliance and open coordination with end-users are essential to preventing service backlogs and upholding the unit’s commitment to excellent service delivery.

"We are here to bridge the gap between policy and practice," stated by BGEN CABREROS, "Ensuring that our procurement documents are accurate from the start is the only way to avoid the delays that impact our mission readiness."

PSAFP WELCOMES ACTING CHIEF OF STAFF

CAMP GENERAL EMILIO AGUINALDO, QUEZON CITY – The Procurement Service, Armed Forces of the Philippines (PSAFP) conducted the Change of Chief of Office for the Chief of Staff on 21 January 2026. This ceremony, a cornerstone of military tradition, marks a vital transition in the unit’s primary administrative and operational leadership.

The ceremony were presided over by the Commander, Procurment Service AFP, BRIGADIER GENERAL GEORGE P CABREROS PA, and attended by the officers, enlisted personnel and civilian human resources of the command.

The Service extended its profound gratitude to COLONEL CLARENCE C GARRIDO PA (MNSA) for his distinguished service and steady leadership as he concludes a successful tenure of nearly four years with the Procurement Service. During his long-standing tour of duty, COLONEL GARRIDO was lauded for his exemplary dedication and the significant contributions he made toward streamlining the internal processes of the service, ensuring the unit remained responsive to the logistical needs of the AFP through various organizational milestones.

Upon assuming his post, COLONEL NOLI L BAGUITAN JR PA (GSC), emphasized his commitment to the core values of the organization. He underscored the importance of Quality Assurance in every step of the procurement process, vowing to provide Good Service to all catered units of the PSAFP. He challenged the staff to maintain a service-oriented mindset, ensuring that the needs of the Major Services and GHQ units are met with precision, speed, and professionalism.

This leadership transition reinforces the PSAFP’s commitment to professionalism, continuity, and the steadfast accomplishment of its mission as the only AFP procurement unit.
