The 𝑎𝑔𝑟𝑒𝑒𝑚𝑒𝑛𝑡 𝑠𝑖𝑔𝑛𝑖𝑛𝑔 𝑐𝑒𝑟𝑒𝑚𝑜𝑛𝑦 𝑜𝑓 𝑡𝑤𝑜 𝑟𝑒𝑠𝑒𝑎𝑟𝑐ℎ was successfully held on 𝟭𝟵 𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝟮𝟬𝟮𝟲 (𝗠𝗼𝗻𝗱𝗮𝘆) 𝗮𝘁 𝟭𝟭:𝟬𝟬 𝗔𝗠 at the 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 𝗥𝗼𝗼𝗺, 𝗕𝗘𝗣𝗥𝗖, 𝗜𝗘𝗕 𝗕𝗵𝗮𝗯𝗮𝗻 (𝗟𝗲𝘃𝗲𝗹-𝟭𝟭), 𝗥𝗮𝗺𝗻𝗮, 𝗗𝗵𝗮𝗸𝗮-𝟭𝟬𝟬𝟬.

The signing of these two research agreements, fully financed by BEPRC, represents a significant milestone in fostering structured collaboration with leading academic institutions, aiming to advance innovation, sustainability, evidence-based policy support, and strengthen energy security in Bangladesh’s power and energy sectors.

The Bangladesh Energy and Power Research Council (BEPRC) successfully organized a seminar titled “𝙎𝙩𝙖𝙠𝙚𝙝𝙤𝙡𝙙𝙚𝙧 𝘾𝙤𝙣𝙨𝙪𝙡𝙩𝙖𝙩𝙞𝙤𝙣 𝙛𝙤𝙧 𝙄𝙙𝙚𝙣𝙩𝙞𝙛𝙮𝙞𝙣𝙜 𝙀𝙭𝙞𝙨𝙩𝙞𝙣𝙜 𝘾𝙝𝙖𝙡𝙡𝙚𝙣𝙜𝙚𝙨 𝙖𝙣𝙙 𝙀𝙭𝙥𝙡𝙤𝙧𝙞𝙣𝙜 𝙎𝙤𝙡𝙪𝙩𝙞𝙤𝙣𝙨 𝙛𝙤𝙧 𝙩𝙝𝙚 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩 𝙤𝙛 𝙩𝙝𝙚 𝙋𝙤𝙬𝙚𝙧 𝙖𝙣𝙙 𝙀𝙣𝙚𝙧𝙜𝙮 𝙎𝙚𝙘𝙩𝙤𝙧 𝙤𝙛 𝙩𝙝𝙚 𝘾𝙤𝙪𝙣𝙩𝙧𝙮 (𝙀𝙭𝙥𝙚𝙧𝙩 𝙎𝙚𝙨𝙨𝙞𝙤𝙣)” on 𝟮𝟮 𝗗𝗲𝗰𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟱. The seminar was held at the BEPRC conference room and was chaired by 𝗠𝗿. 𝗠𝗼𝗵𝗮𝗺𝗺𝗮𝗱 𝗪𝗮𝗵𝗶𝗱 𝗛𝗼𝘀𝘀𝗮𝗶𝗻 𝓷𝓭𝓬, 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻 (𝗦𝗲𝗻𝗶𝗼𝗿 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆), 𝗕𝗘𝗣𝗥𝗖, Ministry of Power, Energy and Mineral Resources. Earlier, on 𝟭𝟮 𝗮𝗻𝗱 𝟭𝟯 𝗙𝗲𝗯𝗿𝘂𝗮𝗿𝘆 𝟮𝟬𝟮𝟱, BEPRC organized seminars aimed at identifying existing challenges in the energy and power sector and exploring innovative, research-based solutions, with the active involvement of core personnel from the sector. In continuation of these initiatives, the present seminar brought together renowned researchers and analysts from Bangladesh’s power and energy sector, including 𝗲𝗻𝗲𝗿𝗴𝘆 𝗲𝘅𝗽𝗲𝗿𝘁 𝗗𝗿. 𝗠𝗱. 𝗜𝗷𝗮𝘇 𝗛𝗼𝘀𝘀𝗮𝗶𝗻 (Former Professor, BUET), 𝘀𝗲𝗰𝘁𝗼𝗿 𝗲𝘅𝗽𝗲𝗿𝘁 𝗠𝗿. 𝗠𝗶𝘇𝗮𝗻𝘂𝗿 𝗥𝗮𝗵𝗺𝗮𝗻 (Former Member, Bangladesh Energy Regulatory Commission), and 𝗗𝗿. 𝗠𝗱. 𝗥𝗮𝗳𝗶𝗾𝘂𝗹 𝗜𝘀𝗹𝗮𝗺, 𝗠𝗲𝗺𝗯𝗲𝗿 (𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻)-𝗔𝗱𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗼𝗳 𝗕𝗘𝗣𝗥𝗖, along with senior former and running officials from the Power and Energy Division and various organizations and companies under the Ministry of Power, Energy and Mineral Resources.

Distinguished energy and power specialists shared valuable insights and perspectives, contributing to constructive deliberations aimed at strengthening evidence-based policy formulation and advancing a resilient, efficient, and future-ready power and energy sector for the country.

On 13 August 2025, the Bangladesh Energy and Power Research Council (BEPRC) convened a dissemination seminar on the BEPRC-funded project “𝘚𝘭𝘶𝘥𝘨𝘦 𝘵𝘰 𝘖𝘪𝘭 (𝘚𝘖𝘐𝘓): 𝘗𝘳𝘰𝘥𝘶𝘤𝘵𝘪𝘰𝘯 𝘰𝘧 𝘖𝘪𝘭 𝘧𝘳𝘰𝘮 𝘞𝘢𝘴𝘵𝘦-𝘚𝘭𝘶𝘥𝘨𝘦 𝘵𝘩𝘳𝘰𝘶𝘨𝘩 𝘏𝘺𝘥𝘳𝘰𝘵𝘩𝘦𝘳𝘮𝘢𝘭 𝘓𝘪𝘲𝘶𝘦𝘧𝘢𝘤𝘵𝘪𝘰𝘯” at the BEPRC Conference Room.

The Principal Investigator, 𝐃𝐫. 𝐌𝐝. 𝐊𝐡𝐚𝐥𝐞𝐤𝐮𝐳𝐳𝐚𝐦𝐚𝐧, Professor, Department of Civil Engineering, Khulna University of Engineering & Technology (KUET), delivered a visually compelling presentation featuring detailed infographics outlining the project’s objectives, implementation progress, and research outcomes. Running from April 2022 to October 2025 with a budget of BDT 2.07 crore, the project has successfully developed an innovative hydrothermal liquefaction process to convert f***l sludge into bio-crude oil with a 54% yield. The research demonstrates the potential to produce gasoline, diesel, and aviation fuel, with an estimated commercial capacity of 1,000–2,000 barrels per day using only 25% of the country’s sludge—translating into an annual revenue potential of BDT 2,000–4,000 crore—while contributing to sustainable waste-to-energy solutions in Bangladesh.

During the open discussion, the Honourable Chief Guest, Special Guest, and other distinguished participants engaged in an in-depth exchange with the project’s Principal Investigator, exploring pathways for real-world application, viable business models, and the scalability of the technology.

The seminar generated notable enthusiasm and curiosity among attendees, reflecting strong stakeholder interest in the project’s commercial viability and environmental benefits. The Chairman (Senior Secretary), BEPRC, along with other dignitaries, expressed satisfaction with the project’s progress, research achievements, and forward-looking implementation plan.

On 23 April 2025, a meeting was held in the Conference Room of the Bangladesh Energy and Power Research Council (BEPRC), chaired by 𝐌𝐫. 𝐌𝐨𝐡𝐚𝐦𝐦𝐚𝐝 𝐖𝐚𝐡𝐢𝐝 𝐇𝐨𝐬𝐬𝐚𝐢𝐧 𝐧𝐝𝐜, 𝐂𝐡𝐚𝐢𝐫𝐦𝐚𝐧 (𝐒𝐞𝐧𝐢𝐨𝐫 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲) 𝐨𝐟 𝐁𝐄𝐏𝐑𝐂. Discussions centered around the critical need for a 𝐬𝐞𝐜𝐮𝐫𝐞, 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞, 𝐚𝐧𝐝 𝐚𝐟𝐟𝐨𝐫𝐝𝐚𝐛𝐥𝐞 𝐞𝐧𝐞𝐫𝐠𝐲 𝐟𝐮𝐭𝐮𝐫𝐞 for Bangladesh. On February 17, 2025, the Bangladesh Energy and Power Research Council (BEPRC) had the privilege of hosting a discussion meeting in its conference room, presided over by its esteemed 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻 (𝗦𝗲𝗻𝗶𝗼𝗿 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆), 𝗠𝗿. 𝗠𝗼𝗵𝗮𝗺𝗺𝗮𝗱 𝗪𝗮𝗵𝗶𝗱 𝗛𝗼𝘀𝘀𝗮𝗶𝗻 𝒏𝒅𝒄. This significant engagement brought together BEPRC’s senior officials and a distinguished three-member expert delegation from the Asian Development Bank (ADB) to foster collaboration and exchange ideas.

The ADB representatives at the meeting included:

1. 𝐂𝐡𝐨𝐨𝐧𝐒𝐢𝐤 𝐉𝐮𝐧𝐠, Principal Energy Specialist, Asian Development Bank (ADB);
2. 𝐉𝐨𝐧𝐠𝐦𝐢 𝐒𝐨𝐧, Finance Specialist (Energy), Energy Division, South Asia Department;
3. 𝐌𝐚𝐬𝐡𝐢𝐮𝐫 𝐑𝐚𝐡𝐦𝐚𝐧, Associate Project Officer (Energy), Bangladesh Resident Mission.

The meeting commenced with an insightful PowerPoint presentation by 𝗗𝗿. 𝗛𝗮𝘀𝗮𝗻 𝗠𝗮𝗵𝗺𝘂𝗱, 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 (𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻), who outlined BEPRC’s mission, vision, and strategic initiatives to the ADB delegation.

Following this, discussions shifted to various ongoing research proposals funded by BEPRC, emphasizing the technical and financial support required at the incubation and entrepreneurship stages. The ADB representatives shared their valuable perspectives on BEPRC’s role in shaping the future of Bangladesh’s energy and power sectors.

𝗗𝗿. 𝗠𝗱. 𝗥𝗮𝗳𝗶𝗾𝘂𝗹 𝗜𝘀𝗹𝗮𝗺, 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗠𝗲𝗺𝗯𝗲𝗿 (𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻) – 𝗔𝗱𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆, expressed deep appreciation for ADB’s significant contributions to the modernization of Bangladesh's energy and power sectors. He highlighted ADB’s role through its five specialized units, which have been instrumental in fostering a high-tech, innovation-driven energy landscape. These units—𝗘𝗻𝗲𝗿𝗴𝘆 𝗧𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻 𝗨𝗻𝗶𝘁, 𝗣𝗼𝘄𝗲𝗿 𝗦𝗲𝗰𝘁𝗼𝗿 𝗥𝗲𝗳𝗼𝗿𝗺 𝗨𝗻𝗶𝘁, 𝗘𝗻𝗲𝗿𝗴𝘆 𝗮𝗻𝗱 𝗣𝗼𝘄𝗲𝗿 𝗣𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗨𝗻𝗶𝘁, 𝗥𝗲𝗻𝗲𝘄𝗮𝗯𝗹𝗲 𝗘𝗻𝗲𝗿𝗴𝘆 𝗨𝗻𝗶𝘁, 𝗮𝗻𝗱 𝗘𝗻𝗲𝗿𝗴𝘆 𝗦𝗲𝗰𝘁𝗼𝗿 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗨𝗻𝗶𝘁—have laid the foundation for transformative growth. Furthermore, the meeting underscored the importance of developing a skilled workforce for the energy and power sectors, with a shared hope for ADB’s continued partnership in providing the necessary financial and technical cooperation to achieve this goal. The ADB delegation expressed their interest in extending effective cooperation with BEPRC.

In his concluding remarks, the Chairman of BEPRC conveyed his sincere gratitude to the ADB delegation, acknowledging the long and impactful history of ADB’s involvement in Bangladesh’s socio-economic development. He expressed hope that, as in the past, ADB would continue to be a steadfast partner in advancing the energy and power sectors, contributing to the nation’s sustainable growth and prosperity in the years to come.
