๐๐ก ๐ฃ๐๐ข๐ง๐ข๐ฆ: The National Council on Disability Affairs (NCDA) organized a Unified Persons with Disability ID System (UPWDIS) training on April 29, 2026 at the Multi-Purpose Hall, DRDC building, NCDA compound participated by Persons with Disability Affairs Office (PDAO) heads/focal persons and staff from 15 LGUs of the provinces of Tawi-Tawi (9 including the province) and Sulu (6 out of 13 LGUs).
Executive Director Glenda D. Relova gave a welcome message to the participants and briefly explained the purpose of the UPWDIS and the objectives of the training including the discussion of NCDAโs initiatives particularly the development of the Philippine Disability Strategy and Decade Plan, DCAP, TheraFee and CAREvan. She emphasized the need for the Decade Plan, which is the first time to be developed in 48 years of NCDA existence, to set directions towards empowerment of the disability sector through responsive programs and services.
It was clarified in the training that there should be โparallel uploadingโ of persons with disabilities information using both the PRPWD and UPWDI systems. Moreover, PDAOs should use the UPWDIS immediately after the training which will be monitored by NCDA
The participants were very appreciative of the training and commented that the UPWDIS is user-friendly. NCDA also handed over desktop computers and sign-pads to fourteen (14) LGUs which will be used for the said system.
The group agreed to organize a BASULTA (Basilan, Sulu and Tawi-Tawi) Disability Conference with a tentative schedule in November 2026 and will request technical assistance from NCDA.
During the closing program, DED Dandy Victa reiterated the importance of the UPWDIS and thanked the participants for their support and commitment to the disability sector and NCDA.

๐๐ก ๐ฃ๐๐ข๐ง๐ข๐ฆ: Successful Roll-Out of the Unified Persons with Disabilities (PWD) ID System in Masbate Province
On April 28, 2026, the National Council on Disability Affairs (NCDA), through Viscion, in coordination with the Provincial Disability Affairs Office (PDAO) led by Mx. Fida Valdemoro, successfully conducted the roll-out of the Unified PWD ID System at Ranchelle Hotel and Resort in Masbate City.
The activity was graced by Governor Richard Kho, who delivered a welcome message and expressed his appreciation for NCDAโs continued efforts in strengthening disability-inclusive initiatives. He also commended the provision of training and digital signature pads to twenty (20) local government units (LGUs), which will significantly enhance the accuracy and efficiency of PWD data management across the province.
The program also featured a session on the Accessible Online Learning System, facilitated by NCDA Librarian II Khaila Kiezha Villas, further promoting inclusive access to knowledge and digital resources.
The Unified PWD ID System aims to standardize identification processes nationwide, ensuring that persons with disabilities can more efficiently access the benefits and services they are entitled to.

๐๐ก ๐ฃ๐๐ข๐ง๐ข๐ฆ: Eight Persons with Disability Affairs Offices (PDAOs) from the Province of Auroraโnamely Casiguran, Dipaculao, Baler, Dilasag, San Luis, Maria Aurora, Dinalungan, and Dingalanโparticipated in the Roll-out Training for the Unified Persons with Disability Identification System (UPWDIS) facilitated by the National Council on Disability Affairs (NCDA).
Following the welcome of the NCDA team, system developer Viscion conducted an orientation and live demonstration of the UPWDIS, equipping PDAOs with the necessary knowledge and skills for its implementation.
Rhett Ronan Angara delivered the welcome message, expressing appreciation for the presence of NCDA and the provision of IT equipment to support the operations of the PDAOs in the province.
The NCDA team also conducted a courtesy call with Sherwin Taay, who conveyed his gratitude for the conduct of the training. He highlighted the importance of the initiative in strengthening local capacity and providing a platform for PDAOs to raise concerns and further improve the system.

๐๐ก ๐ฃ๐๐ข๐ง๐ข๐ฆ: In support of the eradication of the proliferation of fake Persons with Disabilities IDs and to ensure that benefits and privileges are rightfully granted to legitimate persons with disabilities, the National Council on Disability Affairs (NCDA), under the leadership and guidance of Executive Director Glenda D. Relova, and aligned with the initiatives of Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian and DSWD Undersecretary Fatima Aliah Q. Dimaporo, successfully conducted the rollout of the Unified Persons with Disability Identification System (UPWDIS) on April 17, 2026, in Dinagat Islands.
Held at the IJN Yamashiro (Japanese Battleship-Inspired Building), Peopleโs Hall, the activity saw the active participation of six (6) out of seven (7) local government units (LGUs), demonstrating strong provincial engagement in advancing an inclusive and efficient identification system.

Inclusive and accessible entrepreneurship for persons with disabilities (PWDs) took center stage during the Iโmprint Festival 2026 held on April 14, 2026, at the QC MICE Center.
Organized by THE Spark Project in partnership with Impact Hub, and with support from The Nippon Foundation, the one-day event formed part of the Elevate Program, an Asia-Pacific initiative aimed at strengthening entrepreneurial ecosystems that are inclusive and accessible to PWDs.
The festival gathered entrepreneurs, advocates, organizations, and community members in a shared space for collaboration and exchange of ideas. Anchored on the theme that โour fingerprints tell a story,โ the event underscored the diverse experiences and contributions of PWDs in society.
Among the highlights was an Inclusive Bazaar featuring PWD-led and inclusive social enterprises offering products such as food, crafts, assistive devices, and sustainable goods, showcasing the sectorโs growing role in economic participation.
The event emphasized the importance of sustained collaboration among stakeholders in advancing inclusive livelihood opportunities and empowering persons with disabilities through innovation and enterprise.
The National Council on Disability Affairs expressed its support for initiatives such as the Iโmprint Festival, recognizing their role in promoting inclusion and expanding opportunities for persons with disabilities.

Organized by SM Cares and Autism Society Philippines, the gathering united participants in a shared call for a more inclusive and compassionate society in the Philippines.
