Many nursing and allied health students in the Philippines are forced to stop their education or struggle to graduate due to the heavy, out-of-pocket costs of Related Learning Experience (RLE)—mandatory clinical rotations and field training, which standard scholarships rarely cover.
Under the directive of President Ferdinand R. Marcos Jr. to strengthen our country’s medical workforce, CHED has officially launched the AHEAD Grant (Allied Health Experiential Assistance for Deserving Students) on May 25 to ease the financial burden on allied health students completing their mandatory clinical and field-based training.
CHED Chairperson Shirley C. Agrupis and Senator Bam Aquino led the official launch of the initiative which will provide a one-time financial subsidy to qualified students across 14 priority healthcare disciplines, covering the costs of clinical duties, uniforms, transportation, accommodation, insurance, and medical requirements.

CHED PRESS RELEASE
May 18, 2026
CHED REFUTES AMA ALLEGATIONS, UPHOLDS PROGRAM CLOSURES ANCHORED ON QUALITY STANDARDS
QUEZON CITY – The Commission on Higher Education (CHED) reiterates its steadfast commitment to quality education in both public and private higher education institutions (HEIs) by safeguarding the welfare of students, parents, and stakeholders through strict compliance with legal requirements.
In the exercise of its regulatory functions, CHED may issue closure orders against non-compliant HEIs. Recently, the CHED Commission En Banc (CEB) issued Resolution Nos. 091-2026, 092-2026, and 093-2026 approving the immediate closure of identified programs of AMA Computer Colleges in Cebu, Davao, and Tuguegarao.
Notwithstanding the letter-reply dated May 7, 2026, of CHED Chairperson Shirley C. Agrupis to Engr. Arnel F. Hibo, President of AMA Education System, relative to the closure orders, and an undertaking on the part of AMA to proceed with the voluntary closure of the identified programs of the concerned AMA Computer Colleges campuses after a meeting between CHED officials and AMA representatives, an alleged complaint as claimed in a news article was filed before the Anti-Red Tape Authority (ARTA) against Chairperson Agrupis, claiming inaction on AMA’s letters.
While the Commission has yet to officially receive a copy of the alleged complaint cited in the Bilyonaryo report, CHED firmly rejects the unfounded and misleading allegations directed against the Commission and its Chairperson, Dr. Shirley Agrupis.
The ARTA complaint, as well as the allegations directed at the CHED Chairperson, appear to divert attention from the substantive regulatory issue surrounding the institution’s non-compliance with existing CHED policies and standards. The Commission maintains that its actions were undertaken in accordance with law, due process, and its responsibility to uphold the integrity and quality of the higher education system.
CHED respectfully informs AMA that remedies are available under the law to protect its rights against the closure orders. CHED likewise encourages all HEIs to refrain from coursing its issues through the media whenever they have concerns because CHED will not dignify publicity stunts by any higher education institution under its regulatory jurisdiction.
