Changi Regional HADR Coordination Centre (RHCC)

Changi RHCC is happy to support our partner, the Center for Excellence in Disaster Management & Humanitarian Assistance, in the conduct of the Humanitarian Assistance Response Training Allies & Partners (HART A&P) for the Republic of Fiji Military Forces (RFMF) and members of the Pacific Response Group (PRG).

As part of the training, Changi RHCC shared our experience and expertise in military-to-military cooperation within a Multinational Coordination Centre (MNCC) setting, as well as how OPERA 2.0 Command Information System (CIS) can support information sharing, coordination and situational awareness during MNCC operations.

Changi RHCC values such opportunities to exchange experiences, strengthen interoperability and deepen partnerships with regional and international partners.

Officers undergoing the Joint Senior Leadership Course (JSLC) visited Changi RHCC on 26 Oct 2026 to get a better understanding of its role, function and daily operations. This visit was hosted and briefed by MAJ Najib, Logistics Officer.

On 26 Oct 2026, Changi RHCC welcomed the Humanitarian Futures Forum (HFF) delegation for a visit to learn more about the Centre’s role and capabilities in strengthening military-to-military cooperation and civilian-to-military coordination. During the briefing, the delegation was also informed of how Changi RHCC and other foreign militaries could play a valuable role in providing assistance to countries affected by major natural disasters.

Ever wondered what a Multinational Coordination Centre (MNCC) looks like in a disaster response setting?

Exercise Trident Resolve 2026 brought this to life through the integration of the Command Post Exercise (CPX) and Field Training Exercise (FTX), bringing together the ADMM-Plus Experts’ Working Groups on Humanitarian Assistance and Disaster Relief (HADR), Military Medicine (MM) and Cyber Security (CS).

Changi Regional HADR Coordination Centre (Changi RHCC) conducted the Command Post Exercise (CPX) component of Exercise Trident Resolve 2026 in Banten, Indonesia.

In addition, as part of the multinational disaster response exercise, Changi RHCC augmented the Indonesian National Armed Forces (TNI) in the Multinational Coordination Centre (MNCC), supported by our OPERA 2.0 Computer Information System (CIS) to enhance information sharing, coordination and situational awareness among ADMM-Plus militaries.

On 15 Sep 2026, Changi RHCC welcomed the Royal Thailand Armed Forces, led by Maj. Gen. Chaiporn Dechjaroen, for a visit, where they were briefed on the Centre’s role and capabilities in facilitating both military-to-military and civilian-to-military coordination. The delegation also gained insights about the impacts of natural disasters and climate change in our Asia Pacific Region and elucidated on the Opera Computer Information System.

On 1 Sep 2026, Changi RHCC welcome Japan Ground Self-Defense Force (JGSDF), led by Col Takahiro Kiritani, for a visit, where they were briefed on the Centre’s role and capabilities in facilitating both military-to-military and civilian-to-military coordination. The delegation also gained insights into how Changi RHCC offers OPERA 2.0 CIS as a disaster response tool to support the swift and effective coordination of military assistance in response to disasters across the region.

On 31 Aug 2026, Changi RHCC welcomed UN OCHA’s Director of Partnerships, Ms Mervat Shelbaya, and her delegation for a visit to the Changi Regional HADR Coordination Centre (RHCC). During the visit, the delegation was briefed on Changi RHCC’s role in Civil-Military Coordination (CMCoord), as well as its contributions to regional preparedness, response and capacity building. These include the hosting of the UN CMCoord Course and the 11th Regional Consultative Group (RCG) in 2025.

The visit was hosted and the delegation briefed by LTC Kang Meng Hoe, Deputy Director (Operations), Changi RHCC.

On 31 Aug 2026, Changi Regional HADR Coordination Centre (RHCC) was pleased to welcome a delegation from the Stanford-NUS Executive Programme (SNEP). During the visit, the delegation was briefed on Changi RHCC's role in regional disaster preparedness, response and capacity building, as well as the importance of military-to-military cooperation and civilian-to-military coordination in disaster response operations.

The Changi Regional Humanitarian Assistance and Disaster Relief (HADR) Coordination Centre (Changi RHCC) also participated in a HADR exercise organised by the US PACOM Center for Excellence in Disaster Management & Humanitarian Assistance, to strengthen response capabilities and interoperability between military and civilian organisations.
